MINUTES
Jefferson County Board of Commissioners
Regular Meeting — Tuesday, September 8, 2020, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding homeless camping at the Jefferson County Fairgrounds and a Blue Lives
Support rally.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding homeless camping at the Jefferson County Fairgrounds.
• Comment regarding COVID-19 testing site request in South County.
• Comment regarding lack of public comment/documentation regarding the Intergovernmental
Coordinating Committee meetings.
• Comment regarding funding for law enforcement and mental health issues.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: The Commissioners
talked about items on the Consent Agenda and decided to table taking action until later in the meeting.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a COVID-19 situation report and a local brush fire update.
BRIEFING re: Status of Coronavirus Relief Funds (CRF and Input from Six (6)
Community Groups: County Administrator Philip Morley and COVID Pandemic Response and
Recovery Finance Section Chief Patty Charnas briefed the Board on the Coronavirus Relief funding and
debriefings from six of the community groups working with the Intergovernmental Coordinating
Committee (ICC). The Board heard proposals from the following ICC community groups: Broadband,
Children and Families, Food Resiliency, Human Services, Economy and Jobs, Culture and Events and
other submittals received. After discussion, the Board decided to table discussion until later in the
meeting.

PRESENTATION re: Jefferson County's Sustainable Forestry Program and the
2020 Tree Harvest Plan: Chickadee Forestry Principal Mallory Weinheimer provided a presentation
regarding the County's tree harvest plan for Chimacum Park, Silent Alder at Gibbs Lake Park and
Trailhead Park near Cape George.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA- Continued:
Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner
Dean seconded the motion which carried by a unanimous vote.

20. Payment of Jefferson County Vouchers/Warrants Dated August 26, 2020 Totaling $187,356
and Dated September 2, 2020 Totaling $2,035.87 (Records of all claims submitted for payment along with
vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson
County Auditor and Public Works Department.)
21. Payment of Jefferson County Payroll Warrants Dated September 4, 2020 Totaling
$897,965.83 and A/P Warrants Done by Payroll Dated September 4, 2020 Totaling $836,859.23
(Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager
are retained in the Jefferson County Auditor's Office)
The meeting was recessed at 12:24 p.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
EXECUTIVE SESSION: An Executive Session was scheduled from 1:30 p.m. to
2:00 p.m. Chair Brotherton announced that the Executive Session will be held from 1:33 p.m. to 2:03
p.m. with the County Administrator and Chief Civil Deputy Prosecuting Attorney regarding Attorney-
Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public
Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 2:05 p.m.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• DISCUSSION re: Coronavirus Relief Funds (CRF); Eligible Uses and Input from Six(6)
Community Groups—Continued: The Board continued discussing priorities and proposals
from the six community groups of the Intergovernmental Coordinating Committee (ICC) and
concurred to table discussion until later in the meeting.
ADDITIONAL BUSINESS re: EXECUTIVE SESSION: An Executive Session was
scheduled from 3:00 p.m. to 3:30 p.m. Chair Brotherton announced that the Executive Session will be
held from 3:01 p.m. to 3:31 p.m. with the County Administrator and Chief Civil Deputy Prosecuting
Attorney regarding Attorney-Client Privilege, Potential Litigation under exemption RCW
42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at
3:32 p.m. Chair Brotherton announced that the Board will be extending the Executive Session from
3:33 p.m. to 3:43 p.m. The Board concluded the Executive Session and resumed the regular meeting at
3:44 p.m.
