HomeMy WebLinkAbout2020 02 18 NPC MRC FINAL Meeting Summary.docx NPC MRC 2/18/2020 FINAL Meeting Summary 1 February 18th, 2020 NPC MRC FINAL Meeting Summary The Tuesday, February 18, 2020 NPC MRC meeting took place at the DNR Conference Room, 411 Tillicum Lane, Forks, WA from 4:12 to 6:02 PM (from [00:09:40] to [02:00:10] on the audio recording). Appointed committee members present at the meeting were Rod Fleck (City of Forks), John Hunter (Citizen Rep., Clallam County – Education/Environmental Groups), Katie Krueger (Citizen Rep., Clallam County – Scientific Community), Julie Ann Kohlinger (Hoh Tribe), Deborah Kucipeck (Clallam County Rep.), Tami Pokorny (Jefferson County Rep., Coordinator/Facilitator), Alice Ryan (Citizen Rep., Clallam County – Recreational Groups), and Jill Silver (Citizen Rep., Jefferson County – Conservation/Environmental Groups). A quorum was present at the meeting. Also present were Rebekah Brooks (Rebekah Brooks Contracting), Chris Butler-Minor (Olympic Coast National Marine Sanctuary [OCNMS, via teleconference]), Trevor Contreras (Department of Natural Resources [DNR]), Kate Mickelson (Washington Geological Survey), and Rich Osborne (Olympic Natural Resources Center and Coast Salmon Partnership). Introductions A quorum was established at the beginning of the meeting. Public Comments Jill Silver announced an estimated thirty feet of recent erosion at Rialto Beach. Additions to and Approval of the Agenda The agenda was changed to move the presentation from the Washington DNR and Geological Survey to after Announcements. Approval of the December and January Meeting Summaries The December and January NPC MRC Meeting Summaries were approved by consensus. Announcements Tami Pokorny announced the upcoming Film Festival, which will be held at the Rainforest Arts Center on 3/28/20. She also asked for articles for the next edition of the West End Natural Resources Newsletter. New Business Overview of the Washington Geological Survey Landslide Mapping Program Kate Mickelson and Trevor Contreras with the Landslide Hazard Team presented on their work monitoring landslide susceptibility. The team of DNR geologists inventories where landslides have happened in the past and where they might happen in the future, educates and informs local agencies, and helps to develop emergency response. They gave an overview of landslide types and features, and showed multiple examples of different landslides and characteristics. Because of the reliable quality of the imagery, most of the inventory mapped is identified by LiDAR, with about ten percent verified in the field. Hoh River Valley LiDAR was discussed with the NPC MRC 2/18/2020 FINAL Meeting Summary 2 group. LiDAR sets can be compared over time to see whether and where landslides or erosion have occurred. Kate and Trevor distributed maps and other material to the group. Old Business River & Ocean Film Festival Planning The River & Ocean Film Festival is scheduled for Saturday evening on 3/28/20. Alice Ryan said that Forks science teacher Kim Kearns wants to bring her ROV team to the Film Festival again this year. Alice planned to bring her ROV team as well. Kim had suggested that the two ROV teams trade the bake sale proceeds back and forth each year, so this year the donations will go towards Alice’s ROV team. The team will also provide the refreshments, with some contributions from others. John Hunter brought up the possibility of having a voter registration table at the Film Festival; the group discussed the potential this might have to cause division at the event. The idea of having music or entertainment at the festival was also discussed, but it was decided that that would be unnecessary. New Business Strategic Planning Tami Pokorny suggested that it might be time for the NPC MRC to develop a strategic plan, since it had been more than ten years since its last document. Drone Footage of Hoh River This was an added agenda item. Jill Silver played some of John Gussman’s drone footage along the Hoh River. She pointed out some of the areas of destabilization that were identified during the presentation on the Landslide Mapping Program. The group also discussed other possible presentations they wanted to see at next NPC MRC meetings. Old Business MRC Resolution Amendment Update This item was accidentally skipped earlier in the agenda. The amendment to the NPC MRC resolution that approves of the addition of two new ex officio seats to the NPC MRC is currently with the County attorneys. When Jefferson and Clallam County agree on a draft amendment, it will go to the Board of County Commissioners (BoCC) for final approval. Deborah Kucipeck said the amendment should be on the agenda for next month’s BoCC Meeting. Tami Pokorny said that the Washington Department of Fish and Wildlife (WDFW) is reviewing the NPC MRC project agreements. Updates Orca Task Force Rich Osborne said that the Task Force actually ended in December, so the item can be removed from the agenda as a monthly update. Invasive European Green Crab Julie Ann Kohlinger announced a WDFW meeting for regional stakeholder partners that would take place tomorrow. Marine Debris (All) The Washington Coastal Cleanup is scheduled for 4/25/20. NPC MRC 2/18/2020 FINAL Meeting Summary 3 Washington Coast Marine Advisory Council (WCMAC)/Marine Spatial Planning The last meeting was held on 12/11/19 in Aberdeen. Rich Osborne said that technical meetings are held on the first Tuesday of each month. The next meeting is scheduled for 4/1/20, and the main topic will be harmful algal blooms. Olympic Coast National Marine Sanctuary Advisory Council The last meeting was held on 1/24/20 in Montesano. The group reviewed the agenda, which included a status and trends workshop, review of conditions report, and a look at new data gaps. West Coast Ocean Alliance Julie Ann Kohlinger said they have been finalizing a guidance document for tribal consultation. Washington Marine Resources Advisory Council (MRAC) The last meeting was held on 4/10/19 in Olympia, but there was nothing new to report. Climate/Fossil Fuels Related (All) The group discussed the British Columbia dispute over pipelines. Tribes across North America are trying to stop a new pipeline. Administration and Fiscal Agent Update This item was addressed under MRC Resolution Amendment Update. Next Agenda (March 17, 2020): The next NPC MRC Meeting will be held at the DNR Office in Forks on 3/17/20. Tami Pokorny asked for input on possible speakers. Rich Osborne suggested targeting marine-focused issues. Katie Krueger recommended looking at the NPC MRC benchmarks for ideas.
