June 16, 2020 NPC MRC FINAL Meeting Summary
The Tuesday, June 16, 2020 NPC MRC meeting took place by Zoom connection only from 4:03 to 6:04
PM (from [00:00:01] to [01:48:00] on the audio recording).
Appointed committee members present at the meeting were Helle Anderson (Clallam County Rep.), Rod
Fleck (City of Forks Rep.), Jennifer Hagen (Quileute Tribe Rep.), John Hunter (Citizen Rep., Clallam County –
Education/Environmental Groups), Julie Ann Kohlinger (Hoh Tribe Rep.), Katie Krueger (Citizen Rep., Clallam
County – Scientific Community), Tami Pokorny (Jefferson County Rep., Coordinator/Facilitator), Alice Ryan
(Citizen Rep., Clallam County – Recreational Groups), and Jill Silver (Citizen Rep., Jefferson County –
Conservation/Environmental Groups). A quorum was present at the meeting.
Also present were Liam Antrim (Washington CoastSavers), Ashley Baltrusitis (10,000 Years Institute
[10KYI]), Rebekah Brooks (Rebekah Brooks Contracting), Chris Butler-Minor (Olympic Coast National Marine
Sanctuary [OCNMS]), Gabrielle Genhart-Steiler (OCNMS), Olivia Graham (UW Graduate Student), Frank Hanson
(Olympic Natural Resources Center [ONRC]), Marina Hein (10KYI), Nancy Messmer (Clallam County Citizen), Ian
Miller (UW Sea Grant), Roy Morris (Washington CoastSavers), Matt Nichols (10KYI), Rich Osborne (ONRC),
Miguel Rodriguez (10KYI), James Roubal (Washington CoastSavers), Heather Trim (Zero Waste Washington),
Breyanna Waldsmith (affiliation?), Xenia___ (Zero Waste Washington), and Raina Anderson (10KYI).
Introductions
A quorum was established at the beginning of the meeting.
Public Comments
There were no public comments.
Additions to and Approval of the Agenda
Jill Silver moved to approve the agenda without changes; Katie Krueger seconded. The agenda was approved
by consensus.
Approval of the March, April and May Meeting Summaries
The March, April and May NPC MRC Meeting Summaries were approved by consensus without changes.
Announcements
James Roubal announced that the Kalaloch beaches and Hoh Rainforest public access are reopened for day use.
Katie Krueger added that Ruby Beach has also reopened. Rod Fleck confirmed that the National Park access is
for day use only, but that the Forest Service has opened for camping. Alice Ryan mentioned that the La Push
beaches are scheduled to reopen on 7/3/20.
Old Business
Project Updates or Amendment Requests
Tami Pokorny and Jill Silver gave a brief update on some project changes due to COVID-19.

River and Ocean Film Festival Planning
Ian Miller suggested three weekends in September to launch three separate “episodes” of river and ocean films,
with each episode being about a half hour long. Each episode will be associated with outreach help from the
communications team at Sea Grant. So far, most of the filmmakers have agreed to this social media format. Roy
Morris suggested collaborating with James Roubal and the Washington Coast Cleanup, which is scheduled for
9/19/20. The group discussed showing dates, and agreed to air the first episode the weekend prior to the
Cleanup on 9/12/20.
MRC Resolution Amendment Update
Tami Pokorny announced that she is still waiting on pending information before the amendment can be
finalized. She hopes for the final approval before the next NPC MRC meeting.
Newsletter
*Tami Pokorny asked for articles for the West End Natural Resources Newsletter to be submitted by the end of
the June for the August print date and to please keep photos separate from the articles. *Olivia Graham and Roy
Morris volunteered to write articles.
REThink! Fair and Story of Plastics Outreach Events Updates
This item was moved to later in the meeting when Gabrielle Genhart-Steiler was available. Gabrielle announced
that REThink! materials and trivia questions have been posted on the webpage. She shared the link with the

New Business
The Work of Zero Waste Washington and Local Partnerships
Executive Director of Zero Waste Washington Heather Trim presented on the non-profit organization, which
works to make trash obsolete. They focus on producer responsibility, excess packaging, reuse/repair, recycling,
innovation, and plastic pollution. Heather’s presentation addressed the current impact on the zero waste
movement, a legislative update, and litter assessment. Washington CoastSavers Marine Data Collection Working
Group leads Roy Morris and Liam Antrim discussed partnerships for beach cleanups, and what data collection
CoastSavers can do most effectively, especially through engaging volunteers.
Sea Grass Research
Olivia Graham, John Hunter and Alice Ryan discussed collaboration with students and Olivia’s graduate research
with sea grass wasting disease.
Updates
Washington Coastal Marine Advisory Council (WCMAC)
The last meeting was held remotely on 6/1/20. Rich Osborne gave an overview of the agenda. The
economic and coastal hazards workshop has been postponed. The Marine Spatial Planning data sets are five
years old now, so the Council is considering which are the easiest to update. Federal funding for ecosystems
indicators has been terminated. Meeting materials can be found at the Ecology website:

Olympic Coast National Marine Sanctuary Advisory Council
The last meeting was held remotely on 5/29/20. Jennifer Hagen gave an overview of the agenda and
recommended viewing the website for more information, especially in regards to the sentinel site:
https://olympiccoast.noaa.gov/. She discussed a presentation from the National Oceanic and Atmospheric
Administration on salmon ocean behavior.

West Coast Ocean Alliance
Jennifer Hagen gave an update. The Tribal Caucus Consultation Guidance Document is due to be
released in July. The Alliance has been focused on webinars and remote meetings on offshore energy
development, but most of that is taking place south of Washington.
Invasive European Green Crab
Jennifer Hagen said that the Makah Tribe is continuing its green crab trapping efforts and research.
Collaboration between the Washington Department of Fish and Wildlife and the Quinault Indian Nation is taking
place in Grays Harbor. Julie Ann Kohlinger added that Sea Grant is taking the lead on a coast wide assessment
with sentinel monitoring sites.
Marine Debris
Chris Butler-Minor mentioned Washington CoastSavers efforts toward marine data collection.
Climate/Fossil Fuels Related (All)
There was nothing new to report.
Administration and Fiscal Agent Update
Tami Pokorny welcomed Helle Anderson as Deborah Kucipeck’s replacement as Clallam County
Representative. Deborah can still be contacted at the County.
Next Agenda (July 21, 2020): The next NPC MRC Meeting will be held over Zoom connection on 7/21/20. Jill
Silver requested adding the topic of devising some solutions to the trash problems on the coast to the next
agenda.

Alice Ryan mentioned that the Story of Plastics screening link was posted on the group chat.
