January 15th, 2019 NPC MRC FINAL Meeting Summary
The Tuesday, January 15th, 2019 NPC MRC meeting took place at the Forest Hemlock Room, UW Olympic
Natural Resources Center (ONRC), at 1455 S Forks Avenue, Forks, WA from 4:01 (00:00:01 on the audio counter)
to 5:57 PM [01:56:49].
Appointed committee members present at the meeting were Rod Fleck (City of Forks), Jennifer Hagen
(Quileute Tribe Rep.), John Hunter (Citizen Rep., Clallam County – Conservation/Environmental Groups), Katie
Krueger (Citizen Rep., Clallam County – Scientific Community), Deborah Kucipeck (Clallam County Rep.), Tony
Petrillo (Citizen Rep., Jefferson County – Economic Groups), Tami Pokorny (Jefferson County Rep.,
Coordinator/Facilitator), Alice Ryan (Citizen Rep., Clallam County – Recreational Groups), Jill Silver (Citizen Rep.,
Jefferson County – Conservation/Environmental Groups) and Riley Smith (Makah Tribe Rep.). A quorum was not
present at the beginning of the meeting.
Also present were Rebekah Brooks (ONRC), Frank Hanson (ONRC), Ian Miller (Washington Sea Grant
[called in]), and Rich Osborne (Coast Salmon Partnership).
Introductions
Public Comments
There were no public comments.
Additions to and Approval of the Agenda
Approval of the agenda was postponed until a quorum was present. When a quorum was present, the agenda
was approved by consensus.
Approval of the November Meeting Summary
Approval of the meeting summary was postponed until a quorum could be present. When a quorum was
present, the November Meeting Summary was approved by consensus with a typo correction from Katie
Krueger.
Announcements
Tami Pokorny announced that Tony Petrillo has had a scheduling conflict with attending the NPC MRC meetings,
so he will be resigning. She also announced that the Clallam County MRC will be hosting an upcoming
HAZWOPPER Wildlife Training. Jill Silver discussed the Mud Minnow Symposium that was held on 12/10/18 at
Evergreen College; she said the presentations were great and will be posted online.

New Business
Nonpoint Pollution Overview

Jennifer Riedmeyer with the Washington Department of Ecology presented on the State’s process for addressing
nonpoint pollution. Washington legislature prohibits the discharge of polluting matter in water. The Department
of Ecology receives mostly agricultural complaints for nonpoint pollution and has an environmental reports
tracking system in place. Problems can be reported online at https://ecology.wa.gov/About-us/Get-
involved/Report-an-environmental-issue, or by phone at (360) 407-6300. The group discussed its concern over
the human waste problem at Second Beach, and the possibility of getting a grant to conduct water quality
samples at the Beach. There are also different grant opportunities for marine debris collection.
Draft List of Questions for ONP
No questions were decided on. This topic will be on the agenda for the next meeting.
Rain Fest Planning
Ian Miller said there were five film submissions so far. Reviewers will be recruited at the next meeting. The
Peninsula Guides Association plans to be involved again this year.
MRC Summit Planning
Tentative dates for the Summit are 10/24/19 to 10/26/19, or 10/23/19 to 10/25/19, with the ONRC as the
tentative location. Suggested topics included coastal geology, shoreline research and past projects.
Video Class Planning
Students and teachers will be invited to attend the Film Festival on 4/20/19 as a sort of launch for the video
class. Monday through Thursday evenings are generally the best times for potential classes. The evening of
Tuesday, 4/23/19 was selected for the first class. Two out of three of the following dates will be selected for the
final two classes: 5/7/19, 5/14/19 and 5/21/19. *Tami Pokorny will put together a basic registration form for the
class and will send it out this week.
Updates
Orca Task Force
Rich Osborne gave an update. The Task Force meetings are over for the time being. Now the proposed
actions await approval from the Governor. The actions and other associated documents can be found at the

Marine Debris (All)
Katie Krueger mentioned a NPR article on how Asian countries are contributing massive amounts of
marine debris, and are looking at ways to clean it up.
Washington Coast Marine Advisory Council (WCMAC)/Marine Spatial Planning
The last meeting was held on 12/12/18 in Aberdeen.
Olympic Coast National Marine Sanctuary Advisory Council
The January meeting has been cancelled. The next meeting is scheduled for 3/15/19.
West Coast Ocean Alliance
Jennifer Hagen announced that the Washington sub-region planning group is doing a call in February.
There was nothing new since the November call.

Climate/Fossil Fuels Related (All)
Tami Pokorny mentioned the fight in northern BC over a new pipeline. Extended shipping traffic has
recently been prohibited in BC in order to protect killer whales.
Administration and Fiscal Agent Update
Tami Pokorny said the County has signed the second amendment with the Washington Department of
Fish and Wildlife. Articles were mentioned for the upcoming West End Natural Resources Newsletter, including
one from Ian Miller on his coastal geology project and an update on green crab.
Next Agenda (February 19th): The next NPC MRC Meeting will be held at the ONRC in Forks on 2/19/19.
