September 16th, 2019 NPC MRC FINAL Meeting Summary
The Tuesday, September 16, 2019 NPC MRC meeting took place at the Forest Hemlock Room, UW
Olympic Natural Resources Center (ONRC), at 1455 S Forks Avenue, Forks, WA from 4:00 to 6:00 PM. Please
note, the recorder was accidentally left off during the meeting, so this summary is largely based upon
recollections and re-approvals developed during the October 15th meeting.
Appointed committee members present at the meeting were John Hunter (Citizen Rep., Clallam County
– Education/Environmental Groups – by phone), Katie Krueger (Citizen Rep., Clallam County – Scientific
Community), Deborah Kucipeck (Clallam County Rep.), Tami Pokorny (Jefferson County Rep.,
Coordinator/Facilitator) and Jill Silver (Citizen Rep., Jefferson County – Conservation/Environmental Groups). A
quorum was present at the meeting.
Also present were Frank Hanson (ONRC), Ian Miller (UW Sea Grant) and Rich Osborne (Coast Salmon
Partnership [CSP]).

Additions to and Approval of the Agenda
The agenda was approved by consensus.
Approval of the June, July and August Meeting Summaries
The June, July and August NPC MRC Meeting summaries were approved by consensus (see October meeting
summary).
Announcements
None that we can recall.
Old Business
MRC Summit Planning
Tami Pokorny presented the draft agenda for the MRC Summit, which is scheduled for 10/23/19 to 10/25/19,
and will be hosted by the NPC MRC. The draft agenda includes a reception on Wednesday, 10/23; catered meals
and presentations at ONRC on Thursday, 10/24; and breakfast at ONRC and a field trip to Neah Bay on Friday,
10/25. Planned presentations include MRC Updates, UW Beached Birds, WA Sea Grant Beach Dynamics,
Surfrider Foundation, WA Department of Ecology, Sanctuary Foundation ROV, Coast Wide Education, Forks High
School Programs and Coast Wide Washington Coast Restoration and Resiliency Initiative Projects.
RainFest 2020 Planning
RainFest 2020 will take place over one weekend next spring, from 4/17/20 to 4/19/20. However, at the request
of local partners, the River & Ocean Film Festival will no longer be held in conjunction with RainFest. The

preference is to return to a one-weekend-only RainFest and to host a dance on the Saturday night. Suggestions
from partners included producing a new festival focused on outdoor adventure and the Olympic Discovery Trail.
Discussion concluded that the effort to produce such an event would, similar to the Washington Coast Cleanup,
exhaust potential attendees and hosts of the film festival. It might make sense to hold a stand along event in
winter or late spring because the City of Forks events calendar is relatively open then. Discussion of options will
continue at future meetings.
Non-voting NPC MRC Membership
From the October meeting summary: “The NPC MRC confirmed that the Committee recommended by
consensus at the September Meeting that the Board of County Commissioners create two ex officio positions on
the NPC MRC for UW Sea Grant and UW ONRC.”
New Funding Cycle and RFP
From the October meeting summary: “The NPC MRC confirmed that the final version of the Request for
Proposals was approved by consensus at the September Meeting.”
New Business
Ocean Guardian School Program
Alice Ryan presented information about the Quileute Tribal School’s grant award to engage students in a variety
of activities to protect ocean health including water quality monitoring, replanting and other conservation
efforts in the new village development area.
Updates
Orca Task Force
Rich Osborne gave an update. The next Task Force Meeting is scheduled for 10/4/19 in Port Angeles.

Invasive European Green Crab
There was nothing new to report.
Marine Debris (All)
The International Coast Cleanup is scheduled for 9/21/19.
Washington Coast Marine Advisory Council (WCMAC)/Marine Spatial Planning
The meeting that was scheduled for 9/18/19 in Aberdeen has been cancelled for a special salmon
meeting on 10/2/19, which will feature a series of presentations from WDFW scientists.
Olympic Coast National Marine Sanctuary Advisory Council
The next meeting is scheduled for 9/27/19 in Bremerton.
West Coast Ocean Alliance
Jennifer Hagen is in the field on the water.
Washington Marine Resources Advisory Council (MRAC)
The last meeting was held on 4/10/19 in Olympia. Good information can be found at their website:

Administration and Fiscal Agent Update
Two Jefferson County citizen volunteer seats are still open. The seats will be advertised soon.
Next Agenda (October 15, 2019): The next NPC MRC Meeting will be held at the ONRC in Forks on 10/15/19.
