October 15th, 2019 NPC MRC Final Meeting Summary
The Tuesday, October 15, 2019 NPC MRC meeting took place at the Forest Hemlock Room, UW Olympic
Natural Resources Center (ONRC), at 1455 S Forks Avenue, Forks, WA from 4:01 to 5:41 PM (from [00:04:00] to
[01:44:00] on the audio recording).
Appointed committee members present at the meeting were Rod Fleck (City of Forks), John Hunter
(Citizen Rep., Clallam County – Education/Environmental Groups), Katie Krueger (Citizen Rep., Clallam County –
Scientific Community), Deborah Kucipeck (Clallam County Rep.), Tami Pokorny (Jefferson County Rep.,
Coordinator/Facilitator), Alice Ryan (Citizen Rep., Clallam County – Recreational Groups) and Jill Silver (Citizen
Rep., Jefferson County – Conservation/Environmental Groups). A quorum was present at the meeting.
Also present were Ruby Sherriff (Quileute Tribal School Student), Frank Hanson (ONRC), Ian Miller (UW
Sea Grant) and Rich Osborne (Coast Salmon Partnership [CSP]).
Introductions
A quorum was established during the meeting.
Public Comments
There were no public comments.
Additions to and Approval of the Agenda
Approval of the agenda was postponed until a quorum was present. The agenda was approved by consensus.

*The September Meeting Summary will be redistributed with the reconfirmations of Action Items, as noted
below.

There were no announcements.
Old Business
Reconfirm September Meeting Action Items, as Needed
• Meeting Summaries: The NPC MRC confirmed that the June, July and August Meeting Summaries were
approved by consensus at the September Meeting.
• Non-voting NPC MRC Membership: The NPC MRC confirmed that the Committee recommended by
consensus at the September Meeting that the Board of County Commissioners create two ex officio
positions on the NPC MRC for UW Sea Grant and UW ONRC.
• New Funding Cycle: The NPC MRC confirmed that the final version of the Request for Proposals was
approved by consensus at the September Meeting.

Coast MRC Summit Planning
Tami Pokorny distributed the draft agenda for the MRC Summit. The group discussed how to accommodate folks
with low mobility on field trips. Tami is waiting to hear back from Jennifer Hagen to see if she would like to act
as a tour guide for the Quileute side of the Rialto Beach Field Trip. *Katie Krueger and Alice Ryan volunteered to
contact members of the Quileute Tribal Council about the field trip. *Jill Silver offered to be a guide to the
Pleistocene Wood location. *Ian Miller will contact UW graduate student Chelsea Bush to ask her if she would
like to give a presentation on her Pleistocene Wood research. The group discussed reception refreshments, field
trip options and planning logistics. *Frank Hanson volunteered to tend the fire at the Social Hall during the
reception. Tami reviewed the draft agenda and the planned presentations. *Tami will send John Hunter a list of
education-related projects that the NPC MRC has funded for his presentation.
River & Ocean Film Festival Planning
RainFest 2020 no longer wishes to share the RainFest weekend with the Film Festival, so the group discussed a
new weekend and approach. Suggestions included making it into a coast-wide film festival with multiple venues,
or associating it with the Coast MRC Summit. It was decided to add the Film Festival as a discussion item at the
MRC Summit under the agenda topic: Coast Wide Projects.
New Business
Presentation Meeting
The November NPC MRC Meeting will include project presentations, so Tami Pokorny asked all NPC MRC
members to try to attend. Anyone who comes forward with a project idea can make a presentation to the NPC
MRC at the November Meeting. So far, two presentations are lined up from project applicants. The deadline for
proposals is 11/11/19. Tami reported needing more MRC and Summit support from the Washington
Department of Fish and Wildlife; discussion followed on how the NPC MRC can function well despite this.
Updates
Orca Task Force
Rich Osborne gave an update. The Task Force has finished all meetings. The final report has been sent
out for comments, and is a summary of the last two years’ worth of research. A couple of groups have come out
of the Task Force: Vancouver and Seattle ports have united to conduct an amazing workshop, and another group
has formed to study what it will take to remove the three lower dams on the Snake River. A new permit system
will change regulations for whale watching. Hatchery improvement is planned for fisheries. There is also a push
for storm water cleanup. Last year’s actions and other associated documents can be found at the Governor’s

Invasive European Green Crab
There was nothing new to report.
Marine Debris (All)
There was nothing new to report.
Washington Coast Marine Advisory Council (WCMAC)/Marine Spatial Planning
The meeting was held on 10/2/19, and was a special salmon meeting with a series of presentations from
WDFW scientists. Katie Krueger said she wished the agenda was more accurately presented. Rich Osborne
thought much of the presented information was very valuable. Tami Pokorny asked about the two stocks that

are near delisting. Rich explained that there are only two stocks in Washington State that are not decreasing.
One stock is improving and could be delisted to show that listing species can actually result in recovery.
Olympic Coast National Marine Sanctuary Advisory Council
The next meeting is scheduled for 12/11/19 in Aberdeen.
West Coast Ocean Alliance
Jennifer Hagen was absent, so no report was available.
Washington Marine Resources Advisory Council (MRAC)
The last meeting was held on 4/10/19 in Olympia. Good information can be found at their website:

Climate/Fossil Fuels Related (All)
Jill Silver recommended the book: Burn: Using Fire to Cool the Earth, by Albert Bates and Kathleen
Draper.
Administration and Fiscal Agent Update
Tami Pokorny gave an administrative report during the topic of Presentation Meeting.
Next Agenda (November 19, 2019): The next NPC MRC Meeting will be held at the ONRC in Forks on 11/19/19.
It was decided to hold a December NPC MRC Meeting.
