HomeMy WebLinkAbout2019 12 17 NPC MRC FINAL Meeting Summary.docx NPC MRC 12/17/2019 Final Meeting Summary 1 December 17th, 2019 NPC MRC 1st Final Meeting Summary The Tuesday, December 17, 2019 NPC MRC meeting took place at the Forest Hemlock Room, University of Washington (UW) Olympic Natural Resources Center (ONRC), at 1455 S Forks Avenue, Forks, WA from 4:00 to 5:57 PM (from [00:00:01] to [01:30:15] on the audio recording). Note: The recorder was not started until 4:27 PM, so the notes for the beginning of the meeting are sparse. Appointed committee members present at the meeting were Jennifer Hagen (Quileute Tribe Rep.), John Hunter (Citizen Rep., Clallam County – Education/Environmental Groups), Katie Krueger (Citizen Rep., Clallam County – Scientific Community), Deborah Kucipeck (Clallam County Rep.), Tami Pokorny (Jefferson County Rep., Coordinator/Facilitator), Alice Ryan (Citizen Rep., Clallam County – Recreational Groups), Jill Silver (Citizen Rep., Jefferson County – Conservation/Environmental Groups) and Riley Smith (Makah Tribe Rep.). A quorum was present at the meeting. Also present was Rich Osborne (ONRC and Coast Salmon Partnership). Introductions A quorum was established at the beginning of the meeting. Public Comments Additions to and Approval of the Agenda The agenda was approved by consensus. Approval of the November Meeting Summary The summary was accepted by consensus. Announcements Old Business River & Ocean Film Festival Planning The River & Ocean Film Festival is scheduled for Saturday evening on 3/28/20 and the website is up [https://wsg.washington.edu/community-outreach/outreach-detail-pages/river-and-ocean-film-festival]. Everyone is encouraged to make, and promote the submission of, films by February 21, 2020. New Business Project Application Scores and Ranking Tami Pokorny clarified that the RFP estimated that 65,000 would be available to fund new projects. If the full amount of project funds is made available now, up to $80,000 in spending could be recommended to the county commissioners. The group agreed to wait until after the projects were reviewed before deciding whether to award the entire amount, or to withhold the additional funds for later in the funding cycle. Tami and Riley Smith NPC MRC 12/17/2019 Final Meeting Summary 2 recused themselves from scoring the Jefferson County and Makah Tribe projects, respectively. Comments on each project from the score sheets were reviewed and discussed. Project scores ranked them in the following order: 1: West End Natural Resources Newsletter and Support for River and Ocean Film Festival 2: Marine Advanced Technology and Education (MATE) Olympic Coast Remotely Operated Vehicle (ROV) Competition – Students Engineering Solutions to Global Problems 3: Origin and Erosion of Rialto Beach and Terrace: Implications for Ongoing Geologic Hazards 4: Spatial and Temporal Patterns of Bacterial Gill Disease in Razor Clams 5: 2020 Ocean Science Workshop 6: Washington CoastSavers: Coordination of Three Coast-wide Beach Cleanups 7: Predation of Invasive European Green Crabs (Carcinus maenas) by River Otters (Lontra Canadensis) on the Lower Wa’atch and T’soo-Yess Rivers, Washington: An Ecosystem Based Approach to Green Crab Mitigation The NPC MRC discussed the merits of each project, and the possibility of fully funding or partially funding different projects. It was decided to retain $5000 of the funds for later in the funding cycle. The requested funding amounts were adjusted as follows to bring the total amount awarded to $75,000: Jill Silver moved to accept the funding allocations and ranking as shown on the screen; Deborah Kucipeck seconded. The motion was accepted by consensus. The Coast-wide Invasive Green Crab Project agenda item was skipped. Invasive European Green Crab This item was addressed under Presentations. Marine Debris (All) This item was skipped. Washington Coast Marine Advisory Council (WCMAC)/Marine Spatial Planning The last meeting was held on 12/11/19 in Aberdeen. *Tami Pokorny will include an update on the meeting in the next NPC MRC meeting agenda. Olympic Coast National Marine Sanctuary Advisory Council The last meeting was held on 11/8/19 in La Push. The next meeting is scheduled for 1/24/20 in Montesano. West Coast Ocean Alliance Jennifer Hagen gave an update. The annual in-person meeting took place in Tacoma during the first week of December. A public portion was included for stakeholder input. The tribal engagement training that was provided was excellent. Washington Marine Resources Advisory Council (MRAC) The last meeting was held on 4/10/19 in Olympia. Climate/Fossil Fuels Related (All) This item was skipped. Administration and Fiscal Agent Update This item was addressed under Project Application Scores and Ranking. Next Agenda (January 21, 2020): The next NPC MRC Meeting will be held at the DNR Office in Forks on 1/21/20. Public Comments/General The group thanked ONRC.
