HomeMy WebLinkAbout092120_ca02 O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Philip Morley, County Administrator From: Monte Reinders, Public Works Director/County Engineer Agenda Date: September 21, 2020 Subject: Resolution to create a County Project known as: SR 19 Rhody Drive Ped-Bike Improvements - North Segment Statement of Issue: Create a county project known as SR 19 Rhody Drive Ped-Bike Improvements - North Segment; this project is listed as H.J. Carroll Park to West Valley Road Ped-Bike on the 2020-2025 Six-Year Transportation Improvement Program. Analysis/Strategic Goals/Pro's Et Con's: This project will improve the east shoulder of State Highway SR 19 from H.J. Carroll Park to Fern Way. The existing shoulder will be reconfigured to accommodate a bike lane and an adjoining pedestrian path will be constructed within the SR 19 right of way. The project also includes construction of a shared-use path from the bike lane/pedestrian path along SR 19 to the existing H.J. Carroll Park perimeter trail. This project is included in the 2020 Annual Construction Program as item No. 13 and in the 2020-2025 Six-Year Transportation Improvement Program as item No. 19. Fiscal Impact/Cost Benefit Analysis: The estimated total cost for the design and construction of the North segment is $498,853.53. Jefferson County has been awarded a Federal Highways Administration (FHWA), Transportation Alternatives Program (TAP) grant for the design phase, estimated at $109,907. The grant will cover 86.5% of the eligible design phase expenditures, the remaining 13.5% will be paid from the Jefferson County Road Fund. Public Works has applied for a Safe Routes To School grant to cover the construction costs. Recommendation: Public Works recommends the Board adopt this resolution thereby creating a county project known as SR 19 Rhody Drive Ped-Bike Improvements - North Segment. Carroll Park be improved as follows: To improve pedestrian and non-motorized traffic operations, the existing east shoulder of SR 19 will be reconfigured for bicycle and pedestrian traffic, from H.J. Carroll Park to Fern Way. This project also includes construction of a shared-use path from the new bike lane and pedestrian path along SR 19 to the existing H.J. Carroll Park perimeter trail within the park.
