Based on the information provided, all liquid and solid waste generated from the CO2 extraction process will be used for composting. There won't be any process wastewater discharged from the proposed facility and no wastewater discharge permit issued by Ecology is required for the proposed facility. Based on the type of operations proposed, I think the facility may not generate too much rinse and wash water but it would be better to have some figures to confirm it. David and Mary, JUST AN FYI: I will not be responding to this submittal until Mary has processed a new building permit and obtained a final on the unpermitted portions of the building. I did review the documents provided to us last Thursday from Michael, as referenced in Sally's note today. Basically they verify that ECY accepts the submittal to the WSLCB by the applicant (stating no wastewater is generated) and will not take jurisdiction of wastewater permitting on the site. Therefore, it is up to EH. I called Gary Lee at ECY and he wants me to follow up with him after I get more details as described below. This will be my comment: While the documents submitted to LCB indicate there is no wastewater generated from this extraction process, the unit manufacturer indicates: • "Easy to clean—All stainless steel construction.Vessels have polished interiors and quick opening/closing mechanisms.All tubing can be removed and re-assembled for thorough cleaning.Separators/collection vessels use FDA sanitary fitting and connections." I don't know what the details are for cleaning, how often,what products are used, or amount of water generated for the purpose of cleaning these units. However,this cleaning process is required to be disposed of into the septic system and must be considered with regard to waste strength and volume. I will request that a general description of the cleaning process together with reagents used,concentration of the chemicals used,where the cleaning will occur,frequency of cleaning and volume of water necessary for each unit. This information must be submitted by a licensed designer or engineer who can then assess it for impact to the septic system.
