SUBJECT: Delegation of Signature Authority to County Administrator to Execute
Washington State Contracts for CARES Act Funding
STATEMENT OF ISSUE: Staff requests the County Commissioners to expedite use and
distribution of CARES Act funding by delegating authority to the County Administrator to
execute funding contracts with Washington State for CARES Act funding.
ANALYSIS: Washington State has set a November 30, 2020 deadline for incurring CARES
Act Coronavirus Relief Funds (CRF), and may set additional deadlines for using other CARES
Act funding. Funding agreements are in a form dictated by the State. To quickly adopt these
agreements, and allow earliest use and distribution of these funds, staff requests that the Board
of County Commissioners adopt a motion delegating authority to the County Administrator to
execute on behalf of Jefferson County these CARES Act funding agreements with Washington
State.
FISCAL IMPACT: None specifically, except to allow faster use and allocation of CARES
Act funding.
RECOMMENDATION: Adopt a motion delegating authority to the County Administrator
to execute on behalf of Jefferson County CARES Act funding agreements with Washington
State.
