HomeMy WebLinkAbout100520_ca03 DRAFT ��S�1IN0'�° MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, September 28, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding COVID-19 cases and a thank you to County staff. • Comment regarding Consent Agenda Item No. 2 re: Commission based revenue for inmate communication programs and a public records request. • Comment regarding zoning for commercial marijuana facilities and Commissioner Sullivan's retirement. • Comment regarding zoning for commercial marijuana facilities. • Comment regarding Planning Commission docket costs. • Comment regarding zoning for commercial marijuana facilities. • Comment regarding homeless camping showers at the Jefferson County Fairgrounds. • Comment regarding zoning for commercial marijuana facilities. • Comment regarding zoning for commercial marijuana facilities. • Comment regarding zoning for commercial marijuana facilities. • Comment regarding homeless camping at the Jefferson County Fairgrounds. • Comment regarding COVID-19 testing and false positive testing. The Commissioners addressed comments and concerns raised during the Public Comment Period. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to remove Item No. 2 re: Inmate Telephone/Video Visitation Services;No Dollar Amount, Commission Based Revenue for Inmate Programs and approve the remaining items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Exterior Wall Repair at the Port Townsend Recreation Center; In the Amount of$5,881.42; Jefferson County Central Services; ACI Construction 1 Commissioners Meeting Minutes of September 28, 2020 DRAF 2. (DELETED)AGREEMENT re: Inmate TelephoneNideo Visitation Services;No Dollar Amount, Commission Based Revenue for Inmate Programs;Jefferson County Sheriffs Office/Jail; Consolidated Telecom, Inc. (Approved later in the meeting) 3. ADVISORY BOARD RESIGNATION re: Peninsula Housing Authority; Samuel Shusterman 4. MINUTES re: Regular Meeting Minutes of September 21, 2020 and Special Meeting Minutes of September 23, 2020 5. Payment of Jefferson County Vouchers/Warrants Dated September 28, 2020 Totaling $285,979.74 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) The meeting was recessed at 10:23 a.m. and reconvened at 10:31 a.m. with all three Commissioners present. DISCUSSION re: Planning Commission Recommendation on Final Docket of Annual Comprehensive Plan Amendments: Department of Community Development(DCD) Acting Director Linda Paralez, and Lead Associate Planner David Wayne Johnson provided information on the Planning Commission's recommendation on the Final Docket of Annual Comprehensive Plan Amendments and answered questions posed by the Board. Planning Commission member Mike Nilssen explained that it is their recommendation to request the County look into forest transition overlay, recreational marijuana zoning, Eco ADU and the housing element plan. The Board discussed potential modifications to the Planning Commission's recommendations which would require a public hearing. Commissioner Sullivan left the meeting at 10:56 a.m. due to technical difficulties. County Administrator Philip Morley stated that staff can be directed to work on scheduling a public hearing on the 2020 docket and invite DCD staff and himself to have further discussion on what the hearing notice could include. Chair Brotherton and Commissioner Dean agreed to table further discussion and potential action until the afternoon session when Commissioner Sullivan would be present. The meeting was recessed at 11:11 a.m. and reconvened at 11:27 a.m. with Chair Brotherton and Commissioner Dean present. Commissioner Sullivan joined the meeting at 11:28 a.m. DISCUSSION re: Delegation of Signature Authority to County Administrator to Execute Washington State Contracts for CARES Act Funding: COVID Finance Section Chief Patty Charnas explained in order to expedite use and distribution of CARES Act funding, the Commissioners can grant authorization to the County Administrator to sign CARES Act funds documents. After discussion, Commissioner Dean moved to delegate authority to the County Administrator to execute, on behalf of the County, CARES Act agreements with Washington State. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: The Board reviewed the afternoon session agenda items, discussed meetings they recently attended and reviewed upcoming meetings. 2 F Commissioners Meeting Minutes of September 28, 2020 Themeetingwasrecessed at 12:03p.m. and reconvened at 1:30 p.m. with all three Commissioners present. AGREEMENT re: INMATE TELEPHONE/VIDEO VISITATION SERVICES; No Dollar Amount,Commission Based Revenue for Inmate Programs;Jefferson County Sheriff's Office/Jail; Consolidated Telecom,Inc. (Consent Agenda Item No.2): Jefferson County Corrections Superintendent David Fortino briefed the Board on the process used to reach the proposed agreement with Consolidated Telecom (C-Tel). Since the Corrections department put out a Request for Proposals (RFP), changes would constitute the need for a new RFP. Commissioner Sullivan moved to approve an AGREEMENT re: Inmate Telephone/Video Visitation Services;No Dollar Amount, Commission Based Revenue for Inmate Programs; Jefferson County Sheriff's Office/Jail; Consolidated Telecom, Inc. Commissioner Dean seconded the motion which carried by a unanimous vote. PLANNING COMMISSION RECOMMENDATION ON FINAL DOCKET OF ANNUAL COMPREHENSIVE PLAN AMENDMENTS—Continued: Chair Brotherton and Commissioner Dean reviewed previous statements they made during Commissioner Sullivan's absence. After further discussion, Commissioner Dean moved to direct Department of Community Development staff to prepare a hearing notice for a date to be set by the Clerk on the Planning Commission's proposed 2020 Docket and tentative changes that the Board is considering. Commissioner Sullivan seconded the motion. After discussion, Commissioner Dean made an amendment to her motion to include consideration of the Brinnon Wastewater Treatment Plan. County Administrator Morley requested that the amendment verbiage be to amend the Docket as recommended by the Planning Commission to include the Hadlock Sewer Plan, Site Specific Application, marijuana in rural residential and potentially the Brinnon Sewer Plan. Commissioner Dean and Commissioner Sullivan agreed to the amendment as stated. Chair Brotherton called for a vote on the motion. The motion carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Discussion re: HB1590: Chair Brotherton provided a song regarding councilmanic authority to raise a 1% sales tax for affordable housing. Discussion followed. • Coronavirus Relief Fund; City of Port Townsend is meeting on the issue tonight • Affordable Housing/Joint Oversight Board; funding recommendations to the Board of County Commissioners • Human Resources Manager; recruitment: Commissioner Dean will be on the interview panel • Intergovernmental Coordinating Committee(ICC); community groups • Calendar Coordination • ICC;jobs and economy group/ferry system • Approval of CARES Act funding allocation last week • JeffCOM 3 Commissioners Meeting Minutes of September 28, 2020 mm F NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:36 p.m. until the next regular meeting or special meeting as properly noticed.
