Jefferson County Board of Commissioners
Regular Meeting — Monday, October 26, 2020, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:

APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
1. RESOLUTION NO.66-20 re: In the Matter of Cancellation of Unclaimed Warrants Exceeding
One Year
2. AGREEMENT, Amendment No. 1 re: One Year Extension to the Lease for Use of the West
End's Clearwater Annex; In the Amount of $2,500 per month, plus 12.84% Leasehold Excise
Tax Payable to the State of Washington; Jefferson County Central Services; Quigg Brothers, Inc.
3. AGREEMENT re: Deed of Right for Fitzgerald Property, Parcel No. 991200606; In the
Amount of $35,000; Jefferson County Environmental Public Health; Washington State
Recreation & Conservation Office

4. AFFIRM re: 2020 Lodging Tax Funding Recommendations from the Lodging Tax Advisory
Committee (LTAC)
5. Payment of Jefferson County Vouchers/Warrants Dated October 19, 2020 Totaling
$678,308.86 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
6. Payment of Jefferson County Payroll Warrants Dated October 20, 2020 Totaling $74,483.21
and A/P Warrants Done by Payroll Dated October 20, 2020 Totaling $15,817.61 (Records of all
claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in
the Jefferson County Auditor's Office)
COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
HEARING re: Adoption of the 2021-2026 Six -Year Transportation Improvement
Program (TIP): Public Works Director/Engineer Monte Reinders, Engineering Services Manager/
Assistant Public Works Director Eric Kuzma and Transportation Planner Wendy Clark-Getzin were
present for the hearing. Ms. Clark-Getzin provided a presentation on the proposed Six -Year
Transportation Improvement Plan (TIP). After discussion, Chair Brotherton opened the hearing to allow
for public testimony. Hearing no testimony, Chair Brotherton closed the public hearing.
After further discussion, Commissioner Dean moved to approve RESOLUTION NO.67-20 re:
Adoption of the 2021-2026 Six -Year Transportation Improvement Program. Commissioner Sullivan
seconded the motion which carried by a unanimous vote.
The meeting was recessed at 10:48 a.m. and reconvened at 11:00 a.m. with all three
Commissioners present.
AUTHORIZATION and CONCURRENCE re: Proceeding with Right -of -Way
Acquisition for the Olympic Discovery Trail (ODT), Four Corners Road to Anderson Lake State
Park Segment: Public Works Right of Way Representative Mara Dotson briefed the Board on the
progress of the Olympic Discovery Trail (ODT) process and the need to work with the Jefferson County
Public Utility District (PUD) No.I on Right -of -Way acquisition.
Public Works Director/County Engineer Monte Reinders stated that before Public Works can proceed
with making an offer to the PUD for a land trade, they need the Board of County Commissioners'
approval to move forward. After discussion, Commissioner Sullivan moved to proceed with negotiations
with the PUD and property exchange. Commissioner Dean asked if there was specific language needed
for the motion? County Administrator Philip Morley stated the action would be to authorize the Chair to
sign authorization to proceed as outlined in the packet. Commissioner Sullivan agreed to amend his
motion to include that addition. Commissioner Dean seconded the motion which carried by a unanimous
vote.

CONTINUED DELIBERATION re: Planning Commission Recommendation on
Final 2020 Docket of Annual Comprehensive Plan Amendments: Department of Community
Development Acting Director Linda Paralez and Associate Planner Lead David Wayne Johnson were
present for the continued deliberation of the Planning Commission's recommendation on the Final 2020
Docket of the Annual Comprehensive Plan Amendments. After discussion, the Commissioners agreed to
table further deliberations until the Afternoon Session at 1:30 p.m. (see later in minutes)
The Quarterly Elected Officials/Department Directors lunch meeting started at 12:00 p.m.
with all three Commissioners present. The meeting was recessed at 1:03 p.m. and reconvened at
1:31 p.m. All three Commissioners were present for the afternoon session.
CONTINUED DELIBERATION re: Planning Commission Recommendation on
Final 2020 Docket of Annual Comprehensive Plan Amendments: Department of Community
Development Acting Director Linda Paralez and Associate Planner Lead David Wayne Johnson were
present for the continued deliberation of the Planning Commission's recommendation on the Final 2020
Docket of the Annual Comprehensive Plan Amendments.
After discussion, Chair Brotherton stated that there were three items the Commissioners agreed should
be on the 2020 Docket which included the Port Hadlock Sewer project, the Brinnon Wastewater project,
and to narrow the scope of the marijuana producing and processing in rural residential zones.
Commissioner Dean moved to extend the 2020 Docket deadline to April 30, 2020 for the Board of
County Commissioners to consider and to include the Brinnon Wastewater project, Port Hadlock Sewer
project and marijuana production in rural residential zones. County Administrator Philip Morley asked if
the motion would include setting a February 26, 2021 deadline for the Planning Commission to finish its
work on the 2020 Docket? Commissioner Dean agreed to amend her motion to include that addition.
Chair Brotherton seconded the motion for discussion. After discussion, Commissioner Sullivan moved
to amend the motion to remove marijuana production and processing from the 2020 Docket to improve
flexibility. Commissioner Sullivan's motion failed for lack of a second. Chair Brotherton reviewed the
original motion on the table and called for a vote on the motion. The motion carried by a unanimous
vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
County Administrator Review; upcoming
Affordable housing; County Administrator to meet with housing providers
Updated guidance from the Treasury; reimbursement for COVID costs. County Administrator
Morley noted that by prior motion, the Board of County Commissioners delegated to him the
authority to enter into subrecipient grant agreements and that now there is a need to give
delegation for grant agreements. Commissioner Dean moved that the previous delegation granted
to the County Administrator applies to the grant agreement, in lieu of subrecipient agreements.
Commissioner Sullivan seconded the motion which carried by a unanimous vote.
Legislative update: Washington State Ferry budgetary issues, Affordable Housing Sales Tax
School Superintendent: Chimacum and Port Townsend School Districts are looking to hire new

• Letter re: CARES Act funding extension: The Commissioners agreed not to approve signing
onto a letter as requested by Clallam County
• Calendar Coordination and discussion re: Growth Management Act (GMA), JeffCOM recent
outage, Intergovernmental Collaborative Group (ICG) and Intergovernmental Coordinating
Committee (ICC) meetings
• Election: Potential civil unrest, ballots and voting

Statement of Issue:
Schedule a public hearing for Monday, October 26, 2020, 10:30 am for the purpose of
receiving public testimony concerning adoption of the draft 2021-2026 Jefferson
County Six -Year Transportation Improvement Program (TIP). Each county, by RCW
36.81.121 legislative authority, is required to hold a public hearing prior to adoption
of an annual 6-year TIP. The proposed 6-year TIP will be available for public review
through the Commissioners' office, Public Works office and on the County website at
the same time of the first published Notice of Public Hearing.
Analysis/Strategic Goals/Pros Ft Cons:
The attached Notice of Public Hearing will appear twice in the Peninsula Daily News.
Fiscal Impact/Cost-Benefit Analysis:
The TIP is a planning document. Fiscal impact and constraints of Public Works capital
projects are reviewed through the adoption of the Annual Construction Program and
department budget process.
Recommendation:
After the briefing and development of the final draft TIP, authorize by motion to set
the public hearing date for October 26 and for the Chair to sign the Notice of Public
Hearing. Return the Notice to Public Works for further processing into the publication
of record.

PROPOSED SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM
Notice is hereby given that a public hearing will be held by the Jefferson County Board of
Commissioners on Monday, October 26, 2020, at 10:30 AM in the Commissioners' Chambers at
the County Courthouse, 1820 Jefferson Street, Port Townsend, Washington, for the purpose of
receiving written and verbal testimony about the adoption of the draft Jefferson County 2021-2026
Six -Year Transportation Improvement Program (TIP). "Each county shall perpetually have
available advanced plans looking to the future for not less than six years as a guide in carrying
out a coordinated transportation program, RCW 36.81.121(1)." Written public comment on the
program will be received up and until the public hearing mailed to Jefferson County
Commissioners' Office, PO Box 1220, Port Townsend, WA 98368 or emailed to
ieffbocc@.coJe11erson.wa.us.
The printed program is available for viewing at the Jefferson County Public Works office, 623

Back Country Horsemen of Washington
Jefferson County Transportation Improvement Program (TIP) Hearing
Public Comment
The Buckhorn Range Chapter of the Back Country Horsemen of Washington support the projects in the 6
year TIP plan that further completion of the Olympic Discovery Trail and the Pacific Northwest Trail.
Based out of Chimacum, the Buckhorn Range Chapter represents the horse trail riding public of
Jefferson County.
These five projects are:
Project 19: South Discovery and 4 Corners Road ODT Link. This will connect the Milo Curry Trailhead to
the Jefferson County Transit Service Center. Jefferson County has provided parking for equestrians at
the Milo Curry Trailhead to serve the Larry Scott Trail. However, if going the other way, we will be
crossing SR20 to get to the Transit Service Center. This presents challenges for horseback riders so the
more defined this crossing is, the better. An additional option that may be considered is providing
some trailer parking at the Transit Service Center, or at least allowing horse trailers to be parked there
on an occasional basis (which already has been done).
Project 4: Four Corners to Anderson Lake State Park ODT Connection. This is an important section for
equestrians as we already have a parking area in Anderson Lake State Park and use of many trails in the
Park that we have maintained over the years using RCO grants to build puncheons, bridges, and harden
muddy areas.
Project 22: Anderson Lake Rd to Hwy 101. This area of Pope/Rayonier lands has long been a cherished
riding area for horseback riders. We look forward to the ODT being routed through this area including a
non -paved trail that horseback riders can use.
Project 23: South Discovery Bay Segment B. This is the area where the ODT and the Pacific Northwest
Trail should branch with the PNT crossing Hwy 101. Both are considered trails open to horses. Again,
crossing both SR20 and Hwy 101 present challenges and require careful planning.
Project 5: Undi Road Bypass Preservation. Undi Road accesses the Bogachiel Trail in the Olympic
National Forest. Once the Pacific Northwest Trail crosses the Olympics, this is the current route
planned to get out to the ocean. Furthermore, the Bypass is currently used by stock trailers to access
the Bogachiel Trailhead. Recently, Back Country Horsemen rebuilt the trail out of the trailhead along
with the Washington Trails Association.
