(O 1 DRAFT MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, October 5, 2020, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. Chair Brotherton announced that the COVID-19 Weekly Update has been cancelled today. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE re: Proposed 2021-2026 Draft Six -Year Transportation Improvement Program (TIP); Hearing Scheduled for Monday, October 26, 2020 at 10:30 a.m. in the Commissioners Chambers, Jefferson County Courthouse, Port Townsend, WA 2. AGREEMENT, Change Order No. 1 re: Resurface and Restore Center Road, MP 14.61—MP 15.01 Project No. 18020500, County Road No. 931507; Additional Amount of $25,625.14 for a Project Total of $524,139.09; Jefferson County Public Works; Nordland Construction NW, Inc. 3. MINUTES re: Regular Meeting of September 28, 2020 4. ADVISORY BOARD APPOINTMENT re: Jefferson County Rural Library District Board of Trustees; To Serve an Unexpired Term, Expiring April 2024; Raj Rakhra PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding timber clearing at the Pleasant Harbor Master Planned Resort (MPR). • Comment regarding zoning in rural residential areas. • Comment regarding the Pleasant Harbor MPR. • Comment regarding local tiny homes. • Comment regarding homeless housing at the Jefferson County Fairgrounds. • Comment regarding upcoming hearing on the Comprehensive Plan Docket. • Comment regarding local tiny homes. • Comment regarding local tiny homes. • Comment regarding COVID-19 statistics. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. Commissioners Meeting Minutes of October 5, 2020 PROCLAMATION re: Proclaiming the Week of October 4-,-2020 as Mental Health Awareness Week: National Alliance on Mental Illness (NAMI) Interim President Val Phimister, NAMI Member Patrick Johnson and Recovery Cafd Coordinator Brian Richardson briefed the Board on the importance of addressing mental health challenges in the community. Interim President Phimister announced that long-time member and past President Darlene Grunke had passed away in July, 2020. After all three Commissioners read aloud the proclamation, Commissioner Sullivan moved to adopt a PROCLAMATION re: Proclaiming the Week of October 4, 2020 as Mental Health Awareness Week. Commissioner Dean seconded the motion which carried by a unanimous vote. WEEKLY UPDATE re: COVID-19: The update for this week has been cancelled and will resume on October 12, 2020. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and reviewed their meeting schedules. HEARING re: 2020 Third Quarter Budget Appropriations/Extensions; Various County Departments: Central Services Director Mark McCauley explained the various budget appropriations and extensions requested. Chair Brotherton called the public hearing to order. Hearing no testimony, he closed the hearing. Commissioner Dean moved to approve RESOLUTION NO.64-20 re: 2020 Third Quarter Budget Appropriations/Extensions; Various County Departments. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 10:45 a.m. and reconvened at 10:56 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners reviewed their meeting schedules. Chair Brotherton announced an upcoming Salish Behavioral Health Organization -sponsored event. DISCUSSION re: Approval of Award Recommendations of the Joint Oversight Board (JOB) — 2021 Affordable Housing and Homeless Housing Assistance Funds: Affordable Housing Task Force Facilitator Lizanne Coker and Task Force Member Peggy Webster briefed the Board on the funding recommendation of the Joint Oversight Board (JOB). County Administrator Philip Morley explained that while the JOB had made funding allocation recommendations, he worked with Central Services Director Mark McCauley to determine if the projected would be funded by Fund 148 or Fund 149. Commissioner Dean seconded the motion. After further discussion, Chair Brotherton called for a vote on the motion. The motion carried by a unanimous vote. Commissioner Dean noted that Jefferson County has an option to increase REET revenues for affordable housing, which is something San Juan County has already opted into. The meeting was recessed at 11:43 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. Draft 2021-2026 Six -Year Transportation Improvement Program (TIP): Public Works Transportation Planner Wendy Clark-Getzin briefed the Board on the Six -Year TIP, the Bridge Conditions Report and the 2021 Annual Construction Program Development Federal Lands Access Program (FLAP) projects. She also explained how the County's website has an interactive map on County road projects which is tied to our GIS system. Public Works Director/County Engineer Monte Reinders and Engineering Services Manager/Assistant Public Works Director Eric Kuzma were also present and answered questions posed by the Board.
