Dear Ms. Bernstein,
Thank you for your inquiry regarding the Tai Chi training group you are considering in a space
measuring 900 sq. ft. We appreciate your effort to proceed with clarity on utilizing the Fitness &
Training Guidelines for safe use of indoor space during COVID-19 that has been set forth by the
Governor in Phase 2.
Interpretation of the Guidelines, including relevant excerpts you noted in your email below, will largely
be predicated on the circumstances of your training. Will your students and instructor be training in a
facility that is considered multi-use space with other activities happening simultaneously? If so, then
we would support following the recommended spacing details in the first statement/excerpt you
noted. Alternately, if your training is comprised of students and an instructor in a class unto itself
without others using the same space simultaneous, then the second statement/except would apply.
Of note, your request for clarification on the statewide guidance is valuable and can best be addressed
to Jefferson County Public Health by calling our main line at 360-385-9400 and pressing option 1 for
COVID assistance. Or by emailing the Board of County Commissioners (BOCC) to submit public
comment and/or have questions answered at their weekly meeting with Jefferson County’s Health
Officer, Dr. Tom Locke, each Monday morning. Please find more detail re: the BOCC meeting each

on the link at the right side of the page in the gray box. The Jefferson County Board of Health (BOH), to

Hello,
We're trying to determine how many students are allowed to practice tai chi in a 900 square
foot space indoors.
The following guidelines, taken from this
document https://www.governor.wa.gov/sites/default/files/COVID19Phase2FitnessGuidelines.pdf
seem to offer contradictory information.
Please see excerpt from the above guidelines, below.
The first statement, in bold, indicates that we can have 3 students, plus an instructor. Is this
correct?
The second statement, in bold, indicates that we can have 6 students, plus an instructor. Is this
correct?

Limited Use of Facility and Business Adaptations Access to indoor fitness and sports facilities is
limited by the size of the facility:
Phase 2: - All facilities must calculate allowable occupancy by dividing the room size or available
floor space by 300 square feet per person. When strict physical distancing is not feasible for a
specific, limited duration task, such as walking in hallways, using restrooms, or safety
monitoring; other prevention measures are required, such as face coverings, alternating access,
and physical barriers, when appropriate. - For a facility that is larger than 12,000 sq. feet, the
occupancy of the facility may not exceed 25 percent of the fire code occupancy rating. - The
minimum 300 square feet per person occupancy must be calculated and enforced by the facility
for every room in a facility where indoor fitness and training occurs. Each room where indoor
fitness and training occurs must be monitored to ensure the 300 square feet per person
maximum occupancy is not exceeded.
- For classes led by an instructor, 5 students allowed per instructor as long as the room or floor
area is a minimum of 600 square feet. Additional students allowed per instructor if additional
room size or floor area is available; for each additional 300 square feet above the minimum
of 600 an additional student can be added up to a maximum of 10 students per one
instructor. - Squash and racquetball courts open only for individual use and facilities must allow
30 minutes of non-use between each session.
