ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: Since 2015,the Washington Coast Restoration and Resiliency Initiative(WCRRI, https://rco.wa.gov/grant/washington-coast-restoration-and-resiliency-initiative),administered by the Recreation and Conservation Office(RCO),has supported ecosystem and economic resiliency by restoring coastal Washington's watersheds and coastlines. Funded projects in western Jefferson County include Pulling Together in Restoration(10,000 Years Institute),the Middle Hoh River Resiliency Plan (JCEPH), and Hoh and Clearwater River Riparian Restoration(The Nature Conservancy),and Upper Quinault River(Quinault Indian Nation)projects. Jill Silver,executive director of 10,000 Years Institute,will present this letter to Governor Inslee that requests $15 million for WCRRI in his 2021-23 capital budget for projects spanning five coastal counties. Projects support family-wage jobs to remove fish barriers,reconnect floodplains,reduce flood risk,and to address invasive plants and climate change. In Jefferson County,the current request includes additional funding for Pulling Together in Restoration, Upper Quinault River Restoration,and initiates the Bogachiel River Restoration and Resiliency Assessment(Quileute Tribe)projects. Alternate projects include fish passage design for Oil City Road project proposed by Trout Unlimited. Submission of the letter is requested on October 19, 2020. FISCAL IMPACT/COST BENEFIT ANALYSIS: There is no fiscal impact to the county's General Fund for supporting the WCRRI capital budget request. Since 2015,the Washington Coast Restoration and Resiliency Initiative(WCRRI), administered by the Recreation and Conservation Office(RCO), has invested in economic resilience by supporting jobs in ecological restoration along Washington's coast-where unemployment is high,and healthy natural resources are essential to the well-being of our communities and ecosystems. WCRRI provides consistent funding to address diverse,ongoing restoration needs,and an opportunity to offer more good-paying jobs to both skilled workers and youth along our coast. Over the past five years,the program has supported more than 400 family-wage jobs,replaced 34 fish barriers,opened 95 miles of stream,and restored more than 3,600 acres of upland and riparian habitat. With a$15 million capital investment for the 2021-23 biennium,project sponsors estimate WCRRI will support 113 jobs. Among the 2021 WCRRI projects are plans to reconnect floodplains,recover rare and endangered plant and animal species,address noxious weeds and invasive plants,restore wildlife habitat,improve fishery sustainability,and decommission a Forest Service road. In coastal Jefferson County specifically,the current request includes additional funding for the coastal Pulling Together in Restoration program (10,000 Years Institute—25 jobs),Upper Quinault River restoration(Quinault Indian Nation— 14 jobs), and initiates the Bogachiel River restoration and resiliency assessment(Quileute Tribe—6 jobs). In addition to expanding economic and outdoor recreation opportunities,WCRRI projects help communities reduce their flood risk and meet other challenges of climate change. By supporting locally driven projects prioritizing urgent ecological restoration needs,WCRRI also leverages$2.6 million in other funding sources and complements related community-development and environmental restoration efforts. We ask for your support for$15 million in capital funding for RCO to continue providing WCRRI opportunities to Washington's coast, to improve lives and living standards,help communities recover from the impacts of COVID-19,restore ecosystems,provide good jobs,and connect communities to nature and each other.
