MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, October 12, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding Department of Community Development's (DCD) CUP process. • Comment regarding COVID-19 deaths. • Comment regarding activities at the Jefferson Sportsmens Association gun range. • Comment regarding the Washington State lockdown implemented by Governor Jay Inslee. • Comment regarding the Planning Commission's request to review marijuana zoning, and DCD's CUP process. • Comment regarding Comprehensive Plan Docket request re: marijuana zoning and CUP process. • Comment regarding homeless camping at the Jefferson County Fairgrounds. • Comment regarding a visit to a homeless village with a security system. • Comment regarding COVID-19 statistics reported last week. The Commissioners addressed comments and concerns raised during the Public Comment Period. PROCLAMATION re: Proclaiming October 12,2020 as Indigenous People's Day: The Board welcomed members of the local Tribes who joined the meeting: Jamestown S'Klallam Tribe Vice Chair Loni Greninger and Secretary Rochelle Blankenship, and Port Gamble S'Klallam Tribe Chair Jeromy Sullivan. Jamestown S'Klallam Tribe Vice Chair Greninger provided a land acknowledgment statement. After all three Jefferson County Commissioners read the proclamation aloud, Commissioner Dean moved to approve the PROCLAMATION re: Proclaiming October 12, 2020 as Indigenous People's Day. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Discussion followed regarding the benefits of working together with Tribal Nations. It was noted that the Hoh Tribe is receiving Broadband internet. Jamestown S'Klallam Tribe Vice Chair Greninger performed the Paddle Song. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. 1 Commissioners Meeting Minutes of October 12, 2020 APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Jefferson County Corrections Facility AC#1 Replacement; In the Amount of $20,933.45; Jefferson County Central Services; Eagle Pipe Mechanical, LLC 2. AGREEMENT re: H.J. Carroll County Park Caretakers; In the Amount of$10,484; Jefferson County Public Works, Parks and Recreation; Jean and Vernon Jameson 3. AGREEMENT NO. 21-4610C-106 re: Develop or Expand Shelter Programs; In the Amount of $169,085; Jefferson County Central Services; Community Services and Housing Division, Housing Assistance Unit, Shelter Program Grant, Washington State Department of Commerce 4. AGREEMENT,Amendment No. 1 re: Acting Department of Community Development Director for COVID-19 Services; Extension of Services through December 31, 2020, In the Amount of$82,364; Jefferson County Central Services; Demarche Consulting Group, Dr. Linda Paralez 5. AGREEMENT NO. SWMLSWFA-20190JeCoEH-00046,Amendment No. 1 re: Local Solid Waste Management Financial Assistance; No Change in Dollar Amount; Jefferson County Environmental Public Health; Washington State Department of Ecology 6. MINUTES re: Regular Meeting of October 5, 2020 7. Payment of Jefferson County Payroll Warrants Dated October 5, 2020 Totaling $913,666.77 and A/P Warrants Done by Payroll Dated October 5, 2020 Totaling $871,517.51 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) UPDATE re: Human Resources Manager Recruitment: County Administrator Philip Morley provided an update on the hiring process for the Human Resources Manager position. COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and reviewed their meeting schedules. The meeting was recessed at 11:53 a.m. and reconvened at 1:32 p.m. with all three Commissioners present.
