Subject: BOCC Authorization and Concurrence to proceed with right-of-way
acquisition for the Olympic Discovery Trail, Four Corners Road to
Anderson Lake State Park segment
Statement of Issue:
The Department of Public Works is requesting BOCC Authorization and Concurrence to
proceed with the acquisition of right-of-way from Jefferson County PUD #1 (PUD) for
the Olympic Discovery Trail (ODT) segment proposed between Four Corners Road and
Anderson Lake State Park. Our initial Administrative Offer, which was determined by
appraisal and review appraisal, was rejected by the PUD. The PUD has alternatively
proposed that the County transfer to them a County owned property adjacent to their
Four Corners Road Facility (see Vicinity Map). Authorization and Concurrence is now
being requested to proceed in this direction. The Assessor Parcel Number (APN) for the
County property is 001333013. The easement to be acquired from PUD includes portions
of (APN) 001333014, 001333037 and 001333038.
Analysis/Strategic Goals/Pro's Et Con's:
The subject County property is currently used by the Road Crew to dispose of ditch
cleaning spoils. Alternative locations could be used, making it feasible to transfer this
parcel to the PUD in the interest of acquiring an easement for the ODT. Appraisals for
all associated properties have been completed and Public Works is prepared to move
forward with the process. This transfer is in the public interest and would comply with
JCC Chapter 3.57 (Rules for Sale, Disposal or lease of County Surplus Real Property).
With the Board's Authorization and Concurrence Public Works will continue negotiations
with the PUD, and upon reaching concurrence will schedule a public hearing to surplus
the property.
Fiscal Impact/Cost Benefit Analysis:
The Jefferson County property was appraised at $31,300 and the PUD easement was
appraised at $18,600. It is currently proposed that the $12,700 difference in value
would be paid by the PUD. This will be further addressed during negotiations with the
PUD.

Recommendation:
Per Jefferson County Right-of-Way Procedures, Resolution 05-11, adopted Feb. 7, 2011;
and JCC Ch. 3.57 Public Works recommends that the Board of County Commissioners
sign the attached Authorization and Concurrence directing staff to proceed with the
aforementioned process.

Trail Easement on portions of Jefferson County PUD #1’s (PUD) parcels (APN) 001333014,
001333037, and 001333038, the PUD has made a counter offer to accept title to Jefferson
County parcel #011333013, valued at $31,300.00.

Concurrence and Authorization:
The Board does hereby indicate its concurrence and gives authorization for the Department of
Public Works to proceed with the offer, negotiation, and acquisition of the above designated
property in accordance with Right of Way Acquisition Procedures Resolution 05-11 (approved
February 7, 2011) and County Real Property Surplus per J.C.C. Chapter 3.57.
