HomeMy WebLinkAboutRevised Meeting Minutes 100520 SMP TF MINUTES Shoreline Master Program (SMP) Task Force Regular Meeting – October 5, 2020, 5:30 p.m. Jefferson County Courthouse – Commissioners’ Chambers 1820 Jefferson Street, Port Townsend, WA MEMBERS: Arlene Alen Lorna Smith Richard Hull Cliff O’Brien Gordon King Amy Leitman Chris Kelley Phil Andrus David Wilkinson Craig Durgan Ron Rempel REVIEW MEETING OBJECTIVES: Lisa Grueter, Facilitator with BERK Consulting, called the meeting to order at 5:30 and called attendance. All Task Force members were present, except for Brent Vadopalas. Also present was Jefferson County Commissioner Greg Brotherton, and Jefferson County Department of Community Development Associate Planner David Wayne Johnson. Julia Tesch with BERK Consulting, Inc. and Amy Summe, Shannon & Wilson supported the meeting on behalf of the consultant team. Michelle McConnell Washington Department of Ecology Regional Shoreline Planner was also present. Consultant Grueter presented the meeting objectives, which were to review additional issues to address in the scoping document and review early input from the survey/story map. MEETING MINUTES: Consultant Grueter asked for a motion to approve the minutes from the October 5, 2020 meeting. Task Force members agreed they had reviewed the minutes. Richard Hull made a motion to approve the minutes of September 28, 2020, which was seconded by Arlene Allen. Consultant Grueter asked if there was anyone who cannot agree with this motion. Hearing n o objections, the minutes were approved by consensus. PUBLIC COMMENT: There were no public comments. RESULTS ON STORY MAP AND SURVEY: David Wayne Johnson shared preliminary survey findings, which as of that date numbered about 75. He found no surprises to date. There were divergent view on some things, but overall aligned with the County’s understanding of needs. GROUP DISCUSSION RESPONSES TO PRIOR MEETING: Consultant Grueter reviewed the follow up information from the prior meeting. The status of finfish aquaculture in the SMP and State law was reviewed. This topic could use more resources than this periodic review allows. The differences in permit reviews among state agencies and the County regarding boat ramps was also discussed. Understanding how marine trades are addressed and have been permitted in Jefferson County and other counties was discussed. The Task Force discussed the importance of publicizing code interpretations. RECESS: The Task Force members recessed the meeting at 6:32 p.m. and reconvened at 6:40 p.m. GROUP DISCUSSION SCOPING: Task Force discussed the draft Scoping Document. A focus of the discussion included the permitting issues regarding boat ramps, mooring buoys, beach access, and non-conforming single-family homes. There was general agreement some uses could use a simpler permit process but also concerns that standards be protective of ecological conditions. Consultant Grueter requested the SMP Task Force members provide feedback on the Task Force Scoping items mid-week before the next meeting.
