HomeMy WebLinkAboutFacilities Manager JEFFERSON COUNTY Job Description Position: Facilities Manager Department: Central Services Annual Hours Worked: 2080 Exempt Salary System: Grade 18 FLSA: Exempt-Administrative UNION: Exempt �^ /" Approved By: Human Resources Manager L � ` e`�` Approved: August 2013 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for coordinating and directing the design,planning, construction,maintenance, and alteration of equipment,machinery,buildings, and other facilities by performing the following duties personally or through subordinate supervisors. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Central Services Director. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position supervise subordinates and various clerk hire positions,as needed. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include interviewing,recommending for hire,and training employees; planning,assigning, and directing work; appraising performance;rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Inspects plant and evaluates use of space and facilities. 4.2 Analyzes firm's HV AC systems, computer network wiring, lighting, and other factors. 4.3 Plans,budgets, and schedules facilities modifications including cost estimates,bid sheets, layouts, and contracts for construction and acquisitions. 4.4 Performs audits to support facility planning. 4.5 Develops long range plans,conceptual designs, and capital outlay requirements and documentation for facility. 4.6 Formulates and coordinates program specifications,requirements for proposals and contracts, and associated documents. Jefferson County Job Description: Central Services-Facilities Manager Page 2 of 4 4.7 Acts as liaison to public utility, environmental, and energy agencies. 4.8 Inspects construction and installation progress to ensure conformance to established specifications. 4.9 Reviews real estate contracts for compliance with government specifications and suitability for occupancy. 4.10 Oversees the coordination of building space allocation, layout, and communication services. 4.11 Oversees and directs maintenance personnel and workers engaged in equipment installation, facilities equipment repair, and preventive maintenance. 4.12 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze,and interpret common scientific and technical journals, policy and regulations, and legal documents.Ability to respond to common inquiries or complaints from customers,regulatory agencies,or members of the business community.Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management,public groups, and/or boards of directors. 5.2 Ability to apply advanced mathematical concepts. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity,analysis of variance, correlation techniques, sampling theory, and factor analysis. 5.3 Ability to define problems,collect data,establish facts,and draw valid conclusions.Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to use a typewriter,personal computer and software, computer terminal,calculator,and other office equipment standard to areas of assignment and to adapt to new and/or modified equipment which may be acquired. Ability to implement and update web site. 5.5 Demonstrated successful supervisory and managerial experience is preferred. Implement and maintain sound organizational practices. 5.6 Requires thorough knowledge and ability in the areas of park development,maintenance, management and the field of recreation,Ability to recognize and grasp community recreational needs and interests, and to develop and implement sound,balanced approaches to meet those needs. 5.7 Maintain a high standard for accuracy,completeness,and efficiency in the preparation of reports and budgets. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.8 While performing the duties of this job,the employee is regularly required to use hands to finger, handle, or feel objects,tools, or controls;talk or hear. The employee frequently is required to stand,walk, and sit. The employee is occasionally required to reach with hands and arms; climb or balance;and stoop,kneel,crouch,or crawl. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities include: close vision, distance vision,color vision, depth perception, and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Bachelor's degree in business administrator,or engineering or a closely related field from an accredited four-year college or university and five(5)years of progressively responsible experience in with at least two(2)years as manager of discrete work unit including direct responsibility for performance of a team and/or individual subordinates, or equivalent combination of education and experience in the public sector or for a non-profit agency. 6.2 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance,maintenance and improvement. 6.3 A valid Washington State Driver's License. 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Familiarity with tools, instruments,equipment and techniques commonly used in the performance of related tasks. 7.2 Ability to quickly grasp new techniques,deal with rapid changes in events,remain calm in stressful situations,relate to various personality styles in a calm,professional manner. 7.3 Understands the need for maintaining confidentiality of sensitive information. 7.4 Grant contract development, administration and management: Develop, oversee and manage grant applications, contract negotiations,and reporting for grants and contracts. 7.5 Assure efficient and effective utilization of volunteers and department personnel, funds, materials,facilities, and time. 8.0 PHYSICAL DEMANDS AND WORK ENVIRONMENT 8.1 The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
