HomeMy WebLinkAboutChief Deputy/Office Supervisor - Assessor JEFFERSON COUNTY JOB DESCRIPTION Position: Chief Deputy/Office Supervisor-Assessor Department: Assessor's Office Annual Hours Worked: 2080 Exempt Salary System: Grade 17 FLSA: Exempt- Administrative UNION: Exempt Approved By: Human Resources Manager Approved: February 2020 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible to the elected Assessor for planning, organizing and directing administrative and office support activities of the Property Records, Exemptions, Current Use,Appraisal Records/Schedules, Special Assessments,Levies Setting, Segregations, and Cartography divisions of the office including routine to complex job functions in compliance with RCW 36.21. 1.2 This position may, by statute,perform all acts that the Assessor is authorized to perform in the absence of the Assessor. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given significant discretion,within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the elected County Assessor. 3.0 SUPERVISION EXERCISED 3.1 Coordinates activities of personnel in the Appraisal, Property, Exemptions and Cartography Divisions of the Assessor Office. Carries out supervisory responsibilities of non-appraisal staff in accordance with the organizations policies and applicable laws. Responsibilities include interviewing for hire and training employees; planning, assigning,and directing work; evaluating performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Officially represents the Assessor in daily divisional operations to provide services related to the functions of the office. Also represents the Assessor at meetings with other County departments and/or agencies,and citizens as directed. 4.2 This position is cross-trained to be utilized as needed in all functional areas of the office. Jefferson County Job Description: Chief Deputy/Office Supervisor—Assessor Page 2 of 4 4.3 Assume management responsibility for all non-appraisal services and activities of the County Assessor's Office including property records, exemptions, segregations, and mapping services. 4.4 Manage and participate in the development and implementation of goals,objectives,policies, and priorities for assigned programs; recommend,within office policy,appropriate service and staffing levels; recommend and administer policies and procedures. 4.5 Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load,administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the County Assessor; implement improvements. 4.6 Select,train,motivate and evaluate assigned personnel;provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 4.7 Plan, direct,coordinate,and review the work plan for the County Assessor's Office; meet with staff to identify and resolve problems; assign work activities,projects and programs;monitor work flow;review and evaluate work products,methods and procedures. 4.8 Manage and participate in the development and administration of the office budget; direct the forecast of additional funds needed for staffing, equipment,materials,and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. 4.9 Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs,policies, and procedures as appropriate. 4.10 Maintain computerized assessment and mapping records and resources; ensure records are accurate and current. 4.11 Respond to and resolve difficult and sensitive citizen inquiries and complaints; assist citizens with property assessment,taxation,and exemption questions. 4.12 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE SKILLS AND ABILITIES 5.1 Knowledge of operational characteristics, services and activities of an assessment program including advanced principles and practices of real and personal property appraisal. 5.2 Knowledge of principles and practices of property assessment including maintaining information needed for economic, environmental and related factors involved in the valuation of properties. 5.3 Familiar with pertinent Federal, State and local laws,codes and regulations. 5.4 Ability to manage and process senior citizen/disabled persons, current use, DFL,historic use, and other program exemption applications as required by law. Jefferson County Job Description: Chief Deputy/Office Supervisor—Assessor Page 3 of 4 5.5 Ability to analyze problems, identify alternative solutions,project consequences of proposed actions and implement recommendations in support of goals; research,analyze, and evaluate new service delivery methods,procedures and techniques. 5.6 Ability to assemble,analyze and summarize information relating to appraisal for tax assessment purposes. 5.7 Knowledge of reading and interpreting legal descriptions, surveys and parcel maps. Ability to process property segregations. 5.8 Ability to maintain property tax coding used for setting levies and applying related county functions for fiscal/geographical uses such as special assessments for fire patrol and clean water assessments. 5.9 Ability to employ modern office procedures and methods using assessment, specialized,and standardized office software. 5.10 Ability to establish and maintain effective working relationships with those contacted in the course of work including a variety of County and other government officials, community groups, and the general public. 5.11 Ability to maintain a high standard for accuracy, completeness and efficiency in the preparation of reports and budgets. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.12 While performing the duties of this job,the employee is regularly required to stand;walk; sit; use hand to finger, handle or feel objects,tools or controls; and talk or hear. The employee is occasionally required to reach with hands and arms; climb or balance; and stoop,kneel crouch or crawl. 5.13 Employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Bachelor's degree(BA)or equivalent from a four-year accredited college or university with major course work in public or business administration,real estate and land management or a related field and five years of increasingly responsible appraisal,title,cartographic and/or land parcel management experience similar to that utilized for tax assessment purposes; or equivalent combination of education and experience. 6.2 Accreditation with the State of Washington in real property appraisals including completion of the Uniform Standards of Professional Appraisal Practices course. 6.3 Valid Washington State Driver's License. Jefferson County Job Description: Chief Deputy/Office Supervisor—Assessor Page 4 of 4 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance,maintenance and improvement. 7.2 Familiarity with tools, instruments, equipment and techniques commonly used in the performance of related tasks. 7.3 Ability to quickly grasp new techniques, deal with rapid changes in events,remain calm in stressful situations,relate to various personality styles in a calm,professional manner. 7.4 Understands the need for maintaining confidentiality of sensitive information. 7.5 Assure efficient and effective utilization of department personnel, funds,materials, facilities and time. 8.0 WORK ENVIRONMENT 8.1 The noise level in the work environment is usually moderate.
