I am writing in regard to the potential impacts to the buffer associated with wetlands located on the
subject parcels owned by Brian Hoffman. A Level I Wetland Assessment, conducted on September
18, 2003, revealed a wetland that will qualify as a Class II wetland (due to size, diversity of plant
species, and levels of structural layers (trees, shrubs, herbs, and downed logs). Although a forested
class was identified the wetland does not qualify as a Class I wetland, according to the Department
of Ecology standards, since the trees are less than 50 years old. The wetland has a distinct edge and
is defined by a drop in topography.
Although the wetland was not formally delineated, field measurements were taken to determine
approximate buffers. The wetland buffer for a non-delineated wetland is 150 feet according to the
Jefferson County Unified Development Code (Section 3 Wetlands, Table 3-3 Minimum Wetland
Buffers Necessary as part of Qualifying for a Waver from Delineation and Special Report
Requirements). At approximately 130 feet fi'om the wetland there is an old logging road that was
recently re-cleared to access the parcels. Brian Hoffrnan proposes to use that road for access to a
single-family residence and for underground utilities (electric, phone lines, and a pipe from the
well). Due to the distance from the wetland and the densely vegetated buffer there should be no
impacts fi'om this specific use; in fact there would be more impacts to the area by clearing an
additional path for the installation of the utilities.
