HomeMy WebLinkAboutJuvenile Probation Assistant JEFFERSON COUNTY Job Description Job Title: Juvenile Probation Assistant Department: Juvenile Services Reports to: Juvenile Court Administrator FLSA Exempt: No Union: UFCW BBP: No HIPAA: Level 4 Salary Level: Grade 26 Location: Courthouse , Approved By: Human Resources Manager C.. c— Approved Date: July 2020 SUMMARY Monitors low-risk juvenile offenders and/or pre- disposition youth, including those involved in the Juvenile Diversion Program. Monitors technical compliance with the case plans and court- ordered conditions of probation and pre -trial conditions of release. Acts as facilitator for the Aggression Replacement Training program, and coordinates truancy matters. May perform duties of the Community Restitution Coordinator. Provides support to Probation Officers and performs clerical procedures and systems related to juvenile offenders, truancy and youth at risk programs. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned: Probation Assistance: Supports Probation Officers in the form of case plan support,tracking of juvenile offenders, and monitoring caseloads in their absence. Performs pre-screen risk assessments on diversion/pre -trial youth. May perform full-screen assessment if the risk level of youth so requires. Creates appropriate case plans for the level of the youth served. Monitors technical compliance of low-risk offenders and pre-trial offenders. Provides supervision of"observed" urinalysis testing of youth under court order to submit to testing; Conducts office interviews and performs some field supervision of low-risk or pre-trial offenders, including school and/or job contacts. Coordinates community resources for assigned youth including employment, school alternatives, drug/alcohol treatment and other social services. May assist the Probation Officer in the supervision of higher risk offenders. Diversion Coordination: Receives referrals of juveniles who have been screened for legal sufficiency to enter the Diversion Program. Advises and assures that juveniles of legal rights and makes referrals to legal representation as needed. Develops, prepares and conducts workshops, seminars, as needed or planned by the Department for the Diversion program. Manages the volunteer Community Accountability Board(CAB). Recruits, screens and trains volunteers for CAB's. Provides regular communication to CAB's through monthly newsletter with information, schedule, feedback etc. Jefferson County Job Description: Juvenile Probation Assistant Page 2 of 5 Community Restitution: Work Crew: May perform the duties of Community Restitution Coordinator, including coordinating community restitution efforts, scheduling the Juvenile Work Crew, assigning juveniles to other community service sites when appropriate, and providing immediate and consistent supervision to youth while they are assigned to the Juvenile Work Crew. Must maintain clear and concise records of work performed; be responsible for the custody and security of juvenile workers; transport juveniles to and from work sites. Aggression Replacement Training: Perform the duties of trainer/facilitator for Aggression Replacement Training, abiding by all quality assurance and training requirements associated with the A.R.T. intervention. Truancy Coordination: Coordinate cases coming before the truancy court, assisting the School District in filing documentation,presenting truancy matters in court, and monitoring court orders on truancy. Develops,prepares and conducts workshops, seminars, as needed or planned by the Department for the purpose of dropout prevention. Complete clerical procedures and systems related to juvenile offenders on supervision, truancy and youth at risk programs. Becca Counselor: Screen cases for appropriateness for filings of At-Risk Youth petitions and Child in Need of Services Petitions. Confer and corroborate with the Department of Child and Family Services in preparing case plans for ARY and CHNS youth. Prepare legal documentation and may initiate correspondence in the course of supporting such programs as Truancy, Youth At Risk and Diversion. Provides administrative support to such groups as the Juvenile Offender Information Network, and Regional Program Development Unit. Performs required tasks associated with the Department of Licensing suspension and renewal regulations. Handles all requests regarding the sealing or destruction of juvenile records pursuant to statute and local policy. Performs back-up to clerical positions in the Department with regard to preparation of case files, updating and processing computer data; obtaining driving and criminal records for office use and providing juvenile case history and referral information for the Prosecuting Attorney. Perform other duties as may be assigned or required. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE Associates (AA)Degree in Criminal Justice or Social Services and a minimum of five (5) years' experience working with juveniles in either a formal or volunteer setting; or equivalent combination of education and experience. LANGUAGE SHILLS Ability to read and interpret documents such as legal pleadings, court orders, safety rules, operating instructions, and procedure manuals. Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SHILLS Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. REASONING ABILITY Ability to apply common sense understanding to carry instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. COMPUTER SHILLS To perform this job successfully, an individual should have knowledge of Explorer Internet software; Excel spreadsheet software; Word word processing software, JIS/JCS data base; Case Management and Assessment Process (CMAP) software. CERTIFICATES, LICENSES, REGISTRATIONS Valid Washington State Driver's License Must pass a Criminal History Check Must successfully complete the CJTC Juvenile Probation Academy within one (1) year of appointment, including that portion addressing the risk assessment and case management process. Must successfully complete Aggression Replacement Training for facilitators, including all requirements of the associated statewide quality assurance plan. For Community Restitution Assignment: Must hold CPR and First Aid card. OTHER KNOWLEDGE, SKILLS AND ABILITIES Knowledge of legal practices and procedures and legal terminology and document formats. Knowledge of best practices for juvenile courts including case management awareness and knowledge of the Risk Assessment/Case Management process. Knowledge of the processes around change, motivational interviewing and other techniques supporting the Case Management process. Knowledge of child welfare and development, delinquent behaviors and family dynamics. Ability to operate a personal computer and software programs, computer terminal and standard office machines. Ability to work independently and in a working environment. Ability to secure and impart information accurately. Ability to use tact and judgment in responding to public, law enforcement,juveniles, school administration, and officials from other agencies. Ability to remain calm and productive in a busy office environment under stressful conditions. Ability to establish and maintain effective working relationships with co- workers, public officials and the general public. Understand the need for maintaining confidentiality of sensitive information. Work under conditions that may include situations of volatility on the part of juvenile offenders and/or their parents. For Community Restitution Assignment: General knowledge of small equipment such as lawnmowers and weed- eaters. Ability to drive a large van with attached trailer in a safe manner. Ability to set standards for safety and monitor youth for compliance.
