SUMMARY
This is a professional position in the Juvenile and Family Court, a division of the Superior Court. A
juvenile probation counselor is responsible for the supervision,counseling and case management of dual
caseloads consisting of both juvenile offenders and non-offender referrals. For youth requiring services
pursuant to an offender referral,the JPC performs risk and needs assessments,creates case management
plans identifying target behaviors and associated interventions for referral purposes, provides 24/7
detention screening, makes recommendations to the court to include providing pre-sentence investigation
reports to the court. This position can serve in early intervention programs such as diversion,or non-
offender programs such as at-risk youth,child in need of services and truancy matters.
All juvenile court staff may at times be required to participate in any/all Juvenile Court functions
including therapeutic courts,evidenced based programs such as Washington State Aggression
Replacement Training and/or Coordination of Services,community service, field visits, community team
efforts,victim-offender mediation,detention services,early intervention programs, community truancy
boards,and comply with any and all associated quality assurance programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
With respect to offender referrals,the JPC duties include:
Performs risk and needs assessment and provides case management,monitoring and supervision services
to offender youth on community supervision.This includes proficiency in motivational interviewing and
targeting risk factors related to criminal behavior.Adherence to CMAP principles and associated
reporting is required.

Conducts interviews with clients and collateral, including victims, and prepares pre-sentence reports
including recommendations regarding sentencing options.
Manages caseloads of juveniles on probation.Maintains case files,documents, notes and correspondence.
Receives referrals of juvenile who have been screened for legal sufficiency by the Prosecuting Attorney's
Office to enter the Diversion Program. Interviews juveniles and parents for diversion acceptance,
including advising them of their legal rights and making referrals to legal representation as needed.

Coordinates Diversion Community Accountability Board,recruiting,training and managing citizen
volunteers performing the duties of a CAB member. Organizes, supervises,plans and coordinates
Community Accountability Board(CAB)members for diversion hearings. Prepares resource information
including work site options and other information
Supervises conditions established by CAB contracts, including community service work, restitution,
counseling, and other requirements for compliances. Advises CAB members on the administration of
contracts.
Develops,prepares and conducts workshops,seminars,as needed or planned by the Department for the
Diversion population.
Performs the duties required of the Victim Offender Mediation program, including serving as the
mediator in appropriate cases referred to this Program. Creates VOM agreements in referred cases and
monitors agreement performance.
Coordinates the Community Restitution Project, incorporating the concepts of Restorative Justice.
Assigns,tracks and supervises youth performing duties pursuant to their Community Restitution
obligations. Works in concert with any individual assigned to directly supervise a youth performing
community restitution.
Serves as an Aggression Replacement Training facilitator, following all quality assurance guidelines set
forth for this evidence-based intervention.
Serves as a facilitator or liaison to the Coordination of Services program,to include referring appropriate
low risk youth,participating in the design of the program,and performing associated tracking of
participation and outcome data collection.
In serving the civil referrals,this position shall:
Serve as a Becca counselor with regard to truancy matters as follows:
Work collaboratively with local school districts to implement and maintain Community Truancy Boards
(CTB's)for the purpose of serving those youth referred for truancy. This includes recruitment and
training of CTB volunteers; coordinating volunteer service; screening truancy stay petitions; performing
required assessments;attending CTB's as required; attending truancy court hearings and perform in the
role of court officer; provide follow up monitoring to CTB Agreements and court orders.
Accept referrals and any associated court filings for potential at-risk youth(ARY)and Child in Need of
Services Petitions(CHNS). Makes contact with youth and family,extends intervention services and
develops a case plan for implementation. Serves as Court Officer for at-risk youth, child in need of
services matters.
Provides follow up with referred youth and family and collateral agencies, including staffing, exploration
of alternative school programs and living situations.
Prepares written reports, including recommendations to the respective courts,from interviews and
background investigations.
Provides testimony in court when required.

Organizes and maintains files and records for management of information for reports and statistical
tracking.
Develops and maintains communication with collateral agencies in Juvenile Justice and Child Welfare.
Performs other tasks as directed by supervisor.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
Bachelor's degree(B.A.)from four-year college or university with major course
work in psychology, sociology, counseling, social work, law and justice, or closely
related field;and one(1)year related experience and/or training in the areas of case
management,youth counseling, social work,trauma-informed services, supervising or
directing youth group activities;OR equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read,analyze,and interpret general business periodicals,professional
journals,technical procedures,or governmental regulations.Ability to write reports,
business correspondence,and procedure manuals. Ability to effectively present
information and respond to questions from groups of managers, clients, customers,
and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest,commissions,
proportions,percentages, area, circumference, and volume.Ability to apply concepts of
basic algebra and geometry.
REASONING ABILITY
Ability to define problems,collect data,establish facts,and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of Database
software; Internet software;Excel Spreadsheet software and WORD Word Processing
software.
CERTIFICATES,LICENSES,REGISTRATIONS
Valid Washington State Driver's License
Must attend and satisfactorily complete the Juvenile Services Training Academy, per RCW 43.101.220.;
must attend and satisfactorily complete the Washington State Case Management Assessment Process
Training within the first 12 months of employment.
Attend appropriate training and qualify as an Aggression Replacement Training facilitator pursuant to the
Washington State ART Quality Assurance Program.
OTHER KNOWLEDGE,SKILLS AND ABILITIES
Ability to have flexibility in work schedule. Duties include work at non-standard hours.
Knowledge of child welfare and juvenile law within the State of Washington preferred.
Ability to work comfortably with offender youth, including those charged with serious felonies,
including violent offenses and sex offenses.
