HomeMy WebLinkAboutJuvenile Probation Counselor II JEFFERSON COUNTY Job Description Job Title: Juvenile Probation Counselor II Department: Juvenile and Family Court Services Location: Courthouse Reports To: Juvenile Court Administrator FLSA Exempt: No UNION: UFCW BBP: No HIPAA: Level 4 Salary Level: Grade 33 • Approved By: Human Resources Manager �'1 Approved Date: 2020 PP July SUMMARY Provides supervision, counseling and case management services to juvenile offenders related to legal conditions of probation; arranges for the detention of pre-trial and sentenced individuals. Performs risk and needs assessment for appropriate youth, and using motivational interviewing techniques, creates a case management plan identifying target behaviors and associated interventions for referral purposes. When necessary,may provide some family counseling services to offender youth,truant and at-risk youth. Performs pre-sentence interviews and completes pre-sentence reports including sentencing recommendations to the Court. May be required to work in any/all Juvenile Department projects including status offenders (Youth at Risk, Truancy, Child in Need of Services(CHINS)),Diversion,Victim Offender Mediation, Restorative Justice/Community Restitution,Aggression Replacement Training as a facilitator or co- facilitator,and comply with any and all associated quality assurance programs. A lead in this department would be required to serve as the Quality Assurance Specialist for the Case Management and Assessment Process per the Department's Quality Assurance plan and at the direction of the Juvenile Court Administrator.A lead designation has no supervisory responsibilities and can be changed or withdrawn at any time at the discretion of the Juvenile Court Administrator. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Investigates offender referrals,conducts interviews with youth, family,victim and other collateral resources persons, and reviews documents pertaining to legal and social history of youth to prepare pre-sentence reports or any other court requested recommendation report. Compiles reports,testifies in court,and makes recommendations concerning youth. Organizes and maintains files and records for management of information for reports and statistical g tracking. g Develops and maintains communication with collateral agencies in Juvenile Justice field. Performs the Case Management and Assessment Process(CMAP)by completing the risk and needs assessment and using motivational interviewing techniques,providing case management,monitoring and supervision services to offender youth on community supervision. Manages caseload of juveniles sentenced to community supervision. Maintains case files, documents,notes, correspondence and completes assessments,reassessment and final assessments per the CMAP QA procedures. Jefferson County Job Description: Juvenile Probation Counselor II Page 2 of 5 Informs youth and/or guardian of legal requirements and performs field supervision, including school,home, work sites,etc.for probationers. Provides counseling services to youth and family members as needed and within the scope of expertise. Schedules and arranges detention bed space,transport of convicted or pre-trial individuals, and/or installs electronic home monitoring devices. Develops community liaisons with schools, State and private agencies, parents, legal community, etc. Makes referrals to intervention programs such as Aggression Replacement Training, Functional Family Therapy,Alcohol and Drug Treatment,Mental Health Treatment as appropriate and indicated by the risk assessment. Receives referrals of juvenile that have been screened for legal sufficiency by the Prosecuting Attorney to enter the Diversion Program. Interviews juveniles and parents for diversion acceptance, including advising them of their legal rights and making referrals to legal representation as needed. May coordinate the Diversion Community Accountability Board(CAB)which includes recruiting,training and managing citizen volunteers performing the duties of a CAB member. Organizes, supervises, plans and coordinates CAB members for diversion hearings. Prepares resource information including work site options and other information. Supervises conditions established by CAB contracts, including community service work, restitution, counseling, and other requirements for compliances.Advises CAB members on the administration of contracts. Develops,prepares and conducts workshops, seminars,as needed or planned by the Department for the Diversion population. May perform the duties required of the Victim Offender Mediation(VOM)program, including serving as the mediator in appropriate cases referred to this Program. Creates VOM agreements in referred cases and monitors performance thereunder. Interfaces with the Community Restitution Program, incorporating the concepts of Restorative Justice for youth on supervision. Assigns,tracks and supervises youth performing duties pursuant to their Community Restitution obligations. Works in concert with any individual assigned to directly supervise a youth performing community restitution. May serve as an Aggression Replacement Training Facilitator, Co-Facilitator or Lead Facilitator,following all quality assuranceev idence-based ty guidelines set forth for this evidence based intervention as directed by the Juvenile Court Administrator. May be required to perform duties for a non-offender population assigned to supervision or case management for CHINS,Youth at Risk, Truancy and other similar matters. Accepts referrals and any associated court filings on truant and at-risk youth. Makes contact with youth and family, extends intervention services and develops a case plan for implementation. Serves as court officer at hearings for at-risk youth,truancy, CHINS. Performs other duties as assigned or required. SUPERVISORY RESPONSIBILITIES This position has no supervisory responsibilities. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Bachelor's degree(B.A.)from four-year college or university with major course work in psychology, sociology, counseling, social work or closely related field; and two(2)years related experience and/or training; and one(1)year working with youth; or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read,analyze, and interpret common professional and technical journals, financial reports, legal documents, laws, legislative bills,evaluations etc.Ability to respond to common inquiries or complaints from customers,regulatory agencies,or members of the business community. Ability to write speeches and articles for publication that conforms to a prescribed style and format.Ability to effectively present information to the Courts,top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest,commissions, proportions,percentages,area,circumference,and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to define problems,collect data,establish facts,and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS To perform this job successfully an individual should have knowledge of Database software; Internet software; Excel Spreadsheet software and WORD Word Processing software. CERTIFICATES,LICENSES,REGISTRATIONS Valid Washington State Driver's License Must attend and satisfactorily complete the Juvenile Justice Training Academy, per RCW 43.101.220. Attend appropriate training and qualify as an Aggression Replacement Training facilitator pursuant to the Washington State A.R.T. Quality Assurance Program. Attend appropriate training and qualify to perform the Case Management and Assessment Process as outlined by the State Quality Assurance Plan for that process. Must pass a thorough background investigation which includes being fingerprinted. OTHER KNOWLEDGE,SKILLS AND ABILITIES Ability to have flexibility in work schedule. Duties include work at non-standard hours. Knowledge of child welfare and development; delinquent behaviors and family dynamics; and the field of addictions and impacts on behavior and judgment. Familiarity with evidenced-based programs and their application in a juvenile justice setting. Ability to work comfortably with offender youth, including those charged with serious felonies, including violent offenses and sex offenses.
