HomeMy WebLinkAboutJuvenile Services Director JEFFERSON COUNTY Job Description Position: Juvenile Services Director Department: Juvenile Services Annual Hours Worked: 2080 Exempt Salary System: Grade 20 FLSA: Exempt—Executive UNION: Exempt Approved By: Human Resources Manager Adopted: July 2020 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for organizing,planning, managing, and directing all activities of the Juvenile Services Department. Ensure efficient operations of the department which include intake, special supervision, individual counseling, family counseling and detention services. Provide technical and professional advice to staff,to other departments and to collateral agencies. Comply with existing statutory directives regarding the functions of Juvenile Court Administrator and probation officers. 2.0 SUPERVISION RECEIVED 2.1 Persons in this position are given complete discretion,within the scope of policy and regulation, as established by the Superior Court, in the performance of their duties.Policy direction is received from the Superior Court Judge and the Board of County Commissioners. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position supervises subordinates in the following functional area: Probation Counselors, Diversion Coordinator, GAL Coordinator and support staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring,and training employees; planning,assigning, directing and monitoring work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Oversees the following activities: a)Meetings with client(youth)and parent for pre-sentence interview to develop recommendations for sentencing by Court; contact with schools and law enforcement for their input;review police report. b)Prepare reports from initial appearances and sentencing on contents of order for distribution to law enforcement agencies and schools of record(JOIN). 4.2 Provides supervision of all probation counselors. Consults on and monitors caseload developments,court procedures and processes. Provides counselors with technical and/or professional assistance as needed. Functions as a Juvenile/Superior Court resource during custody and detention hearings. Consultation with parents regarding youth on offender and non-offender matters. Responds to parents requests for services. 4.3 Court hearings: attend offender matters when youth in custody. Makes recommendations regarding custody. Monitor court proceedings. Instruct parties in Court protocol and proceedings. Advise parties of court activity. 4.4 Directs and supervises the Juvenile Diversion and the Guardian Ad Litem programs. Develops plans and policies to support County Diversion Board,provide leadership and consultation, strategic planning,analysis and communication. 4.5 Directs department employees and make recommendations on personnel actions. Provides training and development for all staff members. 4.6 Develops, implements and monitors department programs, budget, short-and long-range goals and objectives. Authorizes all departmental purchases and expenditures. Researches, prepares and submits grant proposals. Prepares reports on the court services activities. 4.7 Confers with the Superior Court Judge on matters concerning the development and implementation of departmental policies,procedures and programs. Reviews court decisions and case laws regarding juveniles,rights of individuals,and the due process procedures. Ensures that departmental staff is informed of the latest legal activities which impact the department. 4.8 Performs other related duties including those regularly assigned to Probation Counselors. 4.9 Legal support: orders,reports,copying of same to key players. JUVIS computer work, and miscellaneous legal support. 4.10 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES 5.1 Ability to read,analyze, and interpret professional and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.Ability to write speeches and articles for publication concerning change in clear,effective,persuasive, and professional manner. Ability to effectively prepare and/or direct preparation of, and present comprehensive reports,presentations,budgets and correspondence to management, public groups, and/or boards. 5.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions,percentages, ratios,and proportions to practical situations. 5.3 Ability to define problems,collect data,establish facts,and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to use a typewriter,personal computer and/or computer terminal, calculator, and other office equipment standard to areas of assignment and to adapt to new and/or modified equipment which may be acquired. Implement and maintain sound organizational practices. 5.6 Requires the ability to maintain a positive working relationship with the community, law enforcement agencies,judges,attorneys,other social agencies and other county offices. 5.7 Working knowledge of the justice system and all components of the juvenile justice system and family court practices; Washington Juvenile Law(RCW Title 13 "Juvenile Courts and Offenders.") 5.8 Maintain a high standard for accuracy,completeness,and efficiency in the preparation of reports and budgets. Independent and self-motivated to complete required deadlines while simultaneously completing other tasks. 5.9 While performing the duties of this job,the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel objects,tools,or controls; and talk or hear. The employee is occasionally required to reach with hands and arms; climb or balance; and stoop,kneel,crouch, or crawl. 5.10 Good health,and good physical condition, appropriate to the position. The employee must occasionally lift and/or move up to 10 pounds. Specific vision requirements include: close, distance,night vision; and the ability to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 An undergraduate degree in Social Work, Sociology, Criminology, Corrections or Psychology or a closely related field from a four-year college or university. Five(5)years of progressively responsible experience in the delivery of court related or probation services; and at least one(1) year experience in supervising the work activities of staff professionals. A Master's degree in an appropriate field may be substituted for one(1)year of experience. 6.2 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance,maintenance and improvement. 6.3 Valid Washington State Driver's License. 7.0 DESIRABLE OUALIFICATIONS AND ABILITIES 7.1 Thorough specialized knowledge of delinquent behavior and family problems. Ability to work with disturbed and/or angry individuals,to assist individuals in resolving conflicts and/or problems, and to determine the appropriate treatment program for the individual. 7.2 Ability to quickly grasp new techniques,deal with rapid changes in events, remain calm in stressful situations,relate to various personality styles in a calm, professional manner. 7.3 Understands the need for, and has the ability to maintain confidentiality of sensitive information. 7.4 Assure efficient and effective utilization of volunteers and department personnel, funds, materials,facilities, and time. Jefferson County Job Description: Juvenile Services Director Page 4 of 4 7.5 Ability to work on call as needed,to respond to emergency situations and to work in various stressful situations. 8.0 WORK ENVIRONMENT 8.1 Work is normally p erformed indoors and the noise level in the work environment is usually moderate.
