SUMMARY: Performs essential duties associated with the administration of permitting processes in the
Community Development Department. Performs a wide variety of customer service,operational, review,
acceptance,processing, inputting, and tracking functions in carrying out the activities necessary to
support the permit process, its customers,and the Community Development Department and septic and
building functions within the Community Development Department and uses that knowledge to assist
Departmental customer in applications,understanding land use processes, understanding permitting
processes,and understanding the time frames and administrative steps involved in such processes. This
position provides support to all functional units in the Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Provides customer service support through:
• Responding to front counter customers, determining customer needs, and recommending
appropriate steps.
• Dealing with telephonic customer issues ranging from complaints to problem solving.
• Providing technical support including;required inspections,public records requirements,referral
to outside agencies, informational requests,administrative process definition,policy
interpretation, legal authorities, record research, setback requirements, determination, road
classification issues, and storm water management requirements.
Performs daily operational procedures to include:
• Preparation of service work area.
• Calculate and collect fees including the handling of cash receipts and providing refunds.
• Recognizing and collecting fees for surcharges, inspections,square footage and project valuation.
• Research public records,processing titles,preparing invoices,and making transmittals to the
Treasurer's Office.
• Providing clerical support for a wide range of office tasks.
Reviewing customer plans and documents to include:
• Understanding and recognizing required documents in permit process applications.
• Ensuring customers understand permit process documents,the authority for such documentation,
and the content required for such documents.
• Level of review determinations,plot plan/site requirements and minor use application
requirements.

Processing permit applications to include:
• Processing permits on permit plan computer systems and updating required forms using MS
Word and MS Excel.
• Recording data, reviewing applications,tracking applications,calculating applicable fees,
assigning districts to such applications, determination of licensed contractor status,application of
water policy,filing of such applications,application checking and the determination of legal
documents for such applications.
Permit processing,filing,and tracking to include:
• Organizing permit files, issuing permits,creating inspection records,reviewing applications for
completeness, maintaining files,entering plan revisions for permit record and processing
complete applications.
• Tracking permit activities from first step to last step.
• Issuing Certificates of occupancy,generating applicable reports, processing renewals, and
reviewing compliance with regulations.
Providing general technical expertise to include:
• Use and explanation of construction terminology.
• Limited legal understanding as it relates to permit process.
• Understanding and communication of records system.
• Understanding of permit process steps.
• Cross trains between steps.
• Cross trains between septic and building functions in the Community Development Department.
Makes recommendations to Director in respect to improving Departmental efficiency and
effectiveness by improving working relations between divisions.
Works with other clerical staff to ensure that all telephone inquiries are answered with benchmarks
established for customer service by Department of Community Development.
Works with Director to improve Department of Community Development operating concepts,work
processes, and other key administrative and customer systems.
Combines with other Community Development clerical staff to ensure reception,telephone, and other
customer service processes are delivered with benchmarks established by Department.
Creates and maintains forms for use by staff,public, and advisory groups.
Other duties as assigned.

This position has no supervisory responsibilities.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree(GED);and two(2)years related experience
and/or training in construction industry related subjects; or equivalent combination of education
and experience.

LANGUAGE SKILLS
Ability to read and comprehend instructions and act accordingly.Ability to read and interpret
documents such as Comprehensive Plans,Zoning Codes, Subdivision Ordinances and
development regulations.Ability to write routine reports,correspondence, codes and ordinances.
Ability to communicate complex or controversial issues or regulations to the staff and the public.
Ability to effectively present information in on-on-one and small group situations to customers,
clients,and other employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract,multiply, and divide in all units of measure, using whole numbers,
common fractions,and decimals.Ability to compute rate,ratio, and percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out detailed but involved instructions
furnished in written, oral, or diagram form. Ability to deal with problems involving a few
concrete variables in standardized situations.
CERTIFICATES,LICENSES,REGISTRATIONS
Valid Washington State Driver's License
OTHER KNOWLEDGE,SKILLS AND ABILITIES
Knowledge of regulations to include: Ability to discuss applicable regulations with customer in respect to
applications, discussion of administrative functions,general land use permit conditions,calculation of fee
applicability, and assessment of setback requirements to applications. Ability to evaluate sewage disposal
system requirements for applications. Certification as a Permit Technician or ability to obtain such a
certification within one year of employment is necessary.
Ability to learn office procedures and legal precepts relating to County standards.
Knowledge of and ability to evaluate construction plans and specifications, and become familiar with
terminology relating to construction work and code enforcement.
Ability to attend and successfully complete courses of instruction intended to develop capabilities and/or
enhance proficiency as an inspector.
Self motivated to complete required deadlines while simultaneously completing other tasks.
Proficiency in handling multiple,unexpected interruptions on an ongoing basis which pertain to the
ability to create time for necessary tasks.
Ability to apply new regulations to administrative processes.
Ability to use standard office machines such as computer,photocopier, and calculator. Strong typing
skills with a minimum typing speed of 40 wpm.
Well developed knowledge of computers and associated programs including: Windows, EXCEL, WORD
and working knowledge of computer peripherals and fax equipment. Proficient typing/keyboarding skills.
Ability to establish and maintain effective working relationships with officials, staff, and the general
public,to work with teams, and to creative problem solve with others.

Ability to grasp new techniques and deal with rapid changes in events. Willingness to effectively utilize
continuing education opportunities and to stay abreast of new developments,techniques, computer
programs,equipment,etc. used in the performance of the position. Learn and understand standard policies
and procedures of a variety of departments.
Ability to remain calm and productive in stressful situations, mediation and negotiation skills are helpful.
Skill in dealing with the public, developers,management, planners, staff, and representatives of other
agencies in a pleasant manner.
Ability to acquire basic knowledge to read legal documentation,plat maps, survey records,and other
technical maps.

CAREER LADDER POSITION
This position is the entry level position in the Community Development Technician career ladder. The
next level position is Community Development Technician II. The most senior level position is
Community Development Technician III which is subject to budget authorization. Advancement to a
higher level position requires meeting the requirements for the higher level position and a positive
recommendation from the Department Director.
