1.0 MAJOR FUNCTION AND PURPOSE
1.1 Supports the Director of Community Development and the Planning Manager by supervising a distinct
group within the Planning Division, such current planning, long-range planning, or special projects as a
group, serves as a key member of the Department's Management Team, and continually improves the
effectiveness and efficiency of the Department.
Special projects within the Department includes the development of projects ensuring compliance with
local, state, and federal land use statutes, regulations, mandates, or policies and projects improving the
effectiveness and efficiency of the Department.
2.0 SUPERVISION RECEIVED
2.1 This position is given significant discretion, within the scope of policy and regulations, in the routine
performance of their duties.General supervision and guidance is received from the Planning Manager with
supervision and guidance from the Manager of Building,Permitting,and Administration for work relating
to permit migration,permit databases,permit processing,or other work as appropriate.
3.0 SUPERVISION EXERCISED
3.1 This position supervises staff assigned to the distinct group within the Department.Carries out supervisory
responsibilities in accordance with the organization's policies and applicable laws. Responsibilities
include interviewing, making recommendations on hiring and training employees; planning, assigning,
and directing work for special projects; contributes and provides input to individual staff annual
performance appraisals, including measures to correct performance deficiencies when necessary; and
addressing complaints and resolving problems.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
Duties include, but are not limited to the following:
4.1 Project Management: Develops, manages, and supervises special projects for current and long-range
planning relating to land use regulations in Washington State. Develops, manages, and supervises special
projects implementing process improvement within the Department. Serves as the project manager for
special projects. Coordinates and supervises the activities of personnel involved in the development and
implementation of special projects. Directs, supervises, and provides guidance to consultants hired in
support of special projects. Ensures a timely and budget controlled deliverable.

4.2 Plans and Aligns: Identifies, plans, and prioritizes special projects to meet commitments aligned with
Department and County goals.
4.3 Results Orientated and Initiative Driven: Ensures that special projects achieve aligned Department and
County goals and outcomes. Develops process improvement initiatives, such as consistent methodology
for forms, processes,procedures, and policies focused on time-resource effectiveness.
4.4 Workload Management: Assigns special project work plans to appropriate staff, monitors completion,
ensures quality, and ensures timely projects. Effectively organizes multiple special project assignments
producing accurate,timely, and budget controlled work product.
4.5 Team Leadership: Actively takes steps to build cohesive and results-oriented team using facilitation and
team leadership techniques creating a cooperative and productive environment. Establishes collaborative
interoffice and interagency working relationships.
4.6 Effective Communication: Communicates effectively verbally and in writing to various board,
commissions, and public interest groups. Briefs various groups as needed.
4.7 Performs other duties as assigned.
5.0 REQUIRED KNOWLEDGE,SKILLS AND ABILITIES

5.1 Language Skills:Ability to read,analyze,and interpret common scientific and technical journals,financial
reports, and legal documents. Ability to respond to common inquires or complaints from customers,
regulatory agencies, or members of the business community. Ability to write reports, business
correspondence, procedure manuals, and speeches. Ability to effectively present information and respond
to questions from groups of managers, other agencies,applicants,the general public,the Board of County
Commissioners, county commissions, advisory groups, and others.
5.2 Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical
inference and fundamentals of plane and solid geometry. Ability to apply concepts such as fractions,
percentages, ratios, and proportions to practical situations. Ability to develop project budgets and
timelines, using practical mathematical solutions.
5.3 Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form
containing several abstract and concrete variables.
5.4 Skill in working in a team based work environment.
5.5 Ability to quickly grasp new techniques, deal with rapid changes in events, remain clam in stressful
situations, and relate to various personality styles in a calm, professional manner.
5.6 Understands the need for maintaining confidentiality of sensitive information.
5.7 While performing the duties of this job the employee frequently is required to talk or hear and use hands
to finger,handle,or feel objects,tools,or controls.The employee is regularly required to sit.The employee
is occasionally required to climb or balance; and stoop, kneels, crouch, or crawl stand; walk; and reach
with hands or arms.

5.8 Good health,and good physical condition,appropriate to the position.The employee must occasionally lift
and/or move up to 50 pounds. Specific vision requirements include close vision, distance vision, color
vision, peripheral vision; depth perception, the ability to adjust focus; the ability to read small print, and
night vision.
6.0 MINIMUM QUALIFICATIONS
6.1 Bachelor's degree("BA") in urban and regional planning; public administration; project management; or a
closely related field from a four-year college or university and four(4)years of progressively responsible
experience in planning or public administration, including at least one (1) year as a Senior Planner or
Project Manager including direct responsibility for performance of a project or individual subordinates; or
an equivalent combination of education and experience is required. A Master's degree ("MA") in an
appropriate field may be substituted for two(2)years of experience.
6.2 Knowledge and skills in land use planning principles, practices and techniques, development review, and
other related knowledge including federal, state, and local laws, design standards, technical manuals
associated with development review, the Washington Growth Management Act, Shoreline Management
Act, and SEPA.
6.3 A valid Washington State Driver's License is required or the ability to obtain one within 30 days of
employment; and maintaining the Driver's License for the duration of employment with the County is
required.
6.4 Must pass a Criminal History Check.
7.0 DESIRABLE QUALIFICATIONS AND ABILITIES
7.1 An AICP certificate is preferred.
7.2 Knowledge and application of project management techniques.
8.0 WORK ENVIRONMENT
