SUMMARY:
Performs plan and technical reviews on residential and small commercial buildings for compliance to
applicable codes,ordinances and regulations to assure the structural integrity and safety of all building
within the county.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Reviews residential and small commercial building plans for compliance to applicable codes, ordinances
and regulations to assure the structural integrity and safety of all buildings. The employee approves or
denies plan check of permits and serves as secondary contact for construction code related questions.
Evaluates proposed plans and specifications for compliance with building,plumbing,mechanical,fire
safety,environmental, flood hazard,design,energy, barrier free requirements,zoning codes and
ordinances and resolves conflicts within the scope of individual authority.
Schedules and participates in pre-submittal meetings with permit applicants to advise of code
requirements and trouble shoot potential construction problems.
Assists building inspectors in code interpretations,researches questionable issues,providing necessary
office support for the field activities.
Keeps current on changing codes and building practices through continued education (seminars, classes,
meetings)and reading of applicable material.
Inspects residential,commercial, industrial and other buildings during construction to ensure compliance
with the building code, other applicable requirements, laws and approved plan, specifications and
standards as needed.
Assists and advises general public on construction and code requirements.
Researches complaints and problems regarding residential building construction.
Investigates public complaints involving health safety or nuisances and resolves issue or refers to
appropriate department for resolution.

EDUCATION and/or EXPERIENCE
High School Diploma or GED and two(2)years' experience in building code compliance
preparation or examination of building plans or structural designs, or equivalent combination of
education and experience.

LANGUAGE SKILLS
Ability to read, analyze and interpret general business periodicals,professional journals,technical
procedures or governmental regulations.Ability to write reports,business correspondence, and
procedure manuals.Ability to effectively present information and respond to questions from
groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and
fundamentals of plane and solid geometry and trigonometry.Ability to apply concepts such as
fractions,percentages,ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations
where only limited standardization exists.Ability to interpret a variety of instructions furnished in
written,oral, diagram,or schedule form.
COMPUTER SKILLS
To perform this job successfully,an individual should have knowledge of MS Access database
software; MS Windows and Explorer internet software; MS Excel spreadsheet software and MS
Word processing software.
CERTIFICATES,LICENSES,REGISTRATIONS:
Valid Washington State Driver's License. Must be able to maintain valid driver's license during entire
term of employment.
International Code Council(ICC)Residential Plans Examiner or ICC Residential Building Inspector
certification is required within six months; depending on the needs of the County, incumbent may be
required to obtain additional technical certifications.

Ability to read and interpret construction plans and specifications.
Ability to use tact diplomacy, discretion and courtesy in dealing with citizens and property owners who
can be uncooperative or hostile regarding enforcement of regulations.
Maintain a high standard for accuracy, completeness,and efficiency in the preparation of reports.
Ability to quickly grasp new techniques,remain calm in stressful situations, and relate to various
personality styles in a calm,professional manner.
Understands the need for maintaining confidentiality of sensitive information.
Is independent and self-motivated to complete required deadlines while simultaneously completing other
tasks.

CAREER LADDER/SKILL BAND
This position is the entry level position in a career ladder for Building Plans Examiner. The most senior
level position in the career ladder is Plans Examiner II. Advancement from Plans Examiner Ito Plans
Examiner II within the career ladder requires meeting the requirements for Plans Examiner II and a
positive recommendation from the Department Director.
