SUBJECT: Designating Applicant Agent for DR-4539 Planning Grant Application
STATEMENT OF ISSUE:
The Department of Emergency Management is applying for federal funding to assist with the update to the
joint Jefferson County-City of Port Townsend All Hazard Mitigation Plan, due for update in May of 2022.
As part of the grant application process,the State Emergency Management Division requests a designation
of an appropriate applicant agent to administer the grant and provide assurances and agreements for matters
concerning disaster mitigation.
ANALYSIS:
DEM Director Willie Bence will be leading the Hazard Mitigation Plan update process and, as part of that
process, administering the grant funding utilized to complete the update. Authorizing the DEM Director as
Applicant Agent will assist DEM in properly managing this grant funding and plan update process.
RECOMMENDATION:
The BOCC designates DEM Director Willie Bence, DEM Director, Applicant Agent for the Washington
Hazard Mitigation Grant Program Application and Grant.

Is hereby authorized to execute for and on behalf of Jefferson County, Department of Emergency
Mangement,a local government entity,state agency,special purpose district,federally recognized tribe
or private nonprofit organization established under the laws of the state of Washington,this
application,grant agreement,and payment requests to be filed with the Military Department,
Emergency Management Division,for the purpose of obtaining and administering certain state and
federal financial assistance under Section 404 of the Robert T.Stafford Disaster Relief and Emergency
Act of 1988,P.L. 93-288,as amended.
THAT Jefferson County Board of Commissioners hereby authorizes its agent to provide to the
Washington Military Department, Emergency Management Division assurances and agreements
required for all matters concerning such state disaster mitigation.
