HomeMy WebLinkAboutM110220 MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, November 2, 2020, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding shooting noise at the Port Townsend gun range. • Comment regarding homeless camping at the Jefferson County Fairgrounds. • Comment from the Assessor regarding assessment of properties. • Comment regarding a kind gesture, tiny homes, homeless issues and women's shelter. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. MINUTES re: Regular Meeting Minutes of October 19 and 26, 2020 20. Payment of Jefferson County Payroll Warrants Dated October 23, 2020 Totaling $702,281.04 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. 2 Commissioners Meeting Minutes of November 2, 2020 BRIEFING AND HEARING NOTICE re: Proposed Ordinance to Establish Bidding and Contracting Process and Procedures for All Offices, Departments, and Subdivisions of Jefferson County; Procurement Code(JCC 3.55): County Administrator Philip Morley, Central Services Director Mark McCauley, Public Health Director Veronica Shaw and Chief Civil Deputy Prosecuting Attorney Philip Hunsucker were present for the briefing. Central Services Director McCauley explained the proposed procurement ordinance. After discussion, Commissioner Dean moved to approve a HEARING NOTICE for a hearing scheduled for Monday, November 16, 2020 at 11:15 a.m. The hearing will be virtual. Commissioner Sullivan seconded the motion which carried by a unanimous vote. DISCUSSION re: AGREEMENT,Interlocal re: CARES Act Funds; In the Amount of$144,150 of the City's Funds to Provide COVID-19 Community Assistance in Addressing the Public Health Emergency and Provide Economic Assistance; Jefferson County, City of Port Townsend: County Administrator Philip Morley briefed the Board on a potential Interlocal Agreement (ILA)with the City of Port Townsend. After discussion, Commissioner Dean moved to approve an AGREEMENT between the City of Port Townsend and Jefferson County for the expenditure of the CARES Act funds. Commissioner Sullivan seconded the motion which carried by a unanimous vote. The meeting was recessed at 11:00 a.m. and reconvened at 11:08 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners and County Administrator discussed their schedules and continued review of recent meetings they attended. The meeting was recessed at 11:56 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. PRESENTATION re: Proposed Letter to Governor Inslee Supporting Floodplains by Design (FbD) Capital Budget Request: Environmental Public Health Director and Water Quality Manager Pinky Mingo,Natural Resources Program Coordinator Tami Pokorny and Hood Canal Salmon Enhancement Group staff Mendy Harlow briefed the Board on a proposed letter regarding Floodplains by Design's (FbD)request. After discussion, Commissioner Dean moved to approve sending a Letter of Support for Floodplains by Design program to be included in the Washington State Budget. Commissioner Sullivan seconded the motion which carried by a unanimous vote. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Review of items to discuss later in the meeting • Growth Management Act; forms 3 Commissioners Meeting Minutes of November 2, 2020 EXECUTIVE SESSION: An Executive Session was scheduled from 2:30 p.m. to 3:30 rtoannounced that the Executive Session willheld from 2:37p.m. to 3:37 p.m. p.m. Chair Brotherton ecut be regarding Review the Performance of a Public Employee; under exemption RCW 42.30.110(1)(g)as outlined in the Open Public Meetings Act. The Board concluded the Executive Session and resumed the regular meeting at 3:37 p.m. COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: County Administrator Philip Morley reviewed the following with the Board. • Affordable Housing; administration of funds The meeting was recessed at 3:42 p.m. due to potential technical difficulties and reconvened at 3:49 p.m. with all three Commissioners present.
