Approval Date: July 2020 SUMMARY Supervises, observes and instructs sworn and civilian subordinates in the enforcement of laws and ordinances, the prevention of crime,the protection of life and property, and/or other relevant duties, by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES Include the following in addition to the duties required of a commissioned Deputy Sheriff. Other duties may be assigned. Assume responsibility for an assigned shift, function, area or task, and supervise all subordinate personnel assigned. Ensure that all reports and other materials submitted by subordinates are correct and completed in accordance with Department policies and procedures and properly routed. Interviewing and training employees; planning, assigning, and directing work; apprising performance; rewarding and disciplining employees; addressing complaints and resolving problems, as well as other duties that may be assigned. Reviews reports of daily activities and other reports of subordinates. Ensure that the Department policies and procedures are adhered to by subordinate personnel and that they receive proper and adequate direction,training and instruction. Patrol unincorporated areas of the County to prevent and discover criminal activity, and respond to calls for service and take appropriate action; when appropriate, make arrests; conduct follow- up investigations, collect and preserve evidence, and prepare court testimony in accordance with State laws, County ordinances, and department policies and procedures. Interview witnesses, complainant and suspects in accordance with Department policies and procedures. Accurately record information gathered for record keeping and investigation of crime on reports and other prescribed forms. Prepare reports, memos and other documents and correspondence related to areas of assignment. Supervises the scheduling of annual leave, compensatory time off and sick leave; maintains related records. Plans and prepares work schedules to ensure required shift or unit staffing; recommends alternate work schedules when appropriate to manpower and activity levels. Jefferson County Job Description: Sergeant of Patrol Page 2 of 5 Receives verbal or written reports identifying situations that may require emergency search and rescue operation; validates existence of emergency by evaluating available information; initiates required search and rescue operations as indicated by the situation. Prepares objective and timely evaluation reports on subordinates; conducts evaluation interviews. Assumes responsibility as ranking law enforcement personnel for Sheriff's Office in the absence of other senior officers. Reviews and inspects the investigative procedures followed by subordinates to determine competency and thoroughness of investigation. Directs the detection, collection and preservation of physical evidence as required. Identifies training needs and assists in providing training to subordinates in all areas of their work. Assists subordinates in understanding law enforcement principles and procedures and other police-related subjects. Investigates allegations of employee misconduct and prepares recommendations. Counsel subordinates on performance and discipline-related matters. Keeps informed of new techniques, court decisions and laws through publications and in-service training. Is aware of crime trends and patterns and directs subordinates accordingly. Recommends new or revised work methods and procedures. Motivates subordinates. Conveys information to subordinates. Supervises and coordinates activities relating to Mutual Aid requests,prisoner transfer, and call out of specialized departmental units. Assist other agencies in emergency situations or as directed. Participates in public information programs and meets with citizen groups to discuss and attempt to resolve problems of law and justice. Testifies in court on matters arising from assigned duties, and serves various civil processes issued by the courts. May perform specialized duties depending on individual's background, interests and ability and the needs of the department. SUPERVISORY RESPONSIBILITIES Directly supervises 5-10 employees in area of assignment. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. MINIMUM QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Five (5) years as a law enforcement officer as defined in Section 41.26.030 of the Revised Code of Washington, with the last one (1)year of service immediately preceding application as a Commissioned Deputy Sheriff with Jefferson County; high school education or GED and State Basic Law Enforcement School or other recognized police academy or school. Jefferson County Job Description: Sergeant of Patrol Page 3 of 5 -OR- Four(4) years as a law enforcement officer as defined in Section 41.26.030 of the Revised Code of Washington, with the last one (1) year of service immediately preceding application as a Deputy Sheriff with Jefferson County; successful completion of an AA or two (2) year college degree and State Basic Law Enforcement School, or other recognized police academy or school. -OR- Three (3) years as a law enforcement officer as defined in Section 41.26.030 of the Revised Code of Washington,with the last one (1) year of service immediately preceding application as a Deputy Sheriff with Jefferson County; successful completion of a BA or BS degree in education or related field and State Basic Law Enforcement School, or other recognized police academy or school. LANGUAGE SKILLS Ability to read, analyze, and interpret complex guidelines, general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. COMPUTER SKILLS To perform this job successfully, an individual should have knowledge of MS Explorer Internet software; MS Excel Spreadsheet software and MS WORD Word Processing software. CERTIFICATES,LICENSES, REGISTRATIONS Valid Washington State Driver's License Certification by the Washington State Criminal Justice Training Commission as a Law Enforcement Officer. Ability to satisfactorily complete Washington State Certification for first level supervision within six (6)months of accepting promotion to Sergeant. Current Departmental qualifications with a firearm. Current First Aid and CPR certifications. Jefferson County Job Description: Sergeant of Patrol Page 4 of 5 OTHER KNOWLEDGE, SKILLS AND ABILITIES Knowledge of principles and practices of supervision and modem supervisory practices and procedures in a law enforcement environment. Ability to plan, supervise, schedule and evaluate the work of subordinates effectively. Ability to organize and maintain effective, responsible and concerned staff. Ability to lead, control and motivate subordinates. Ability to read and interpret information related to laws, court decisions and new procedures and accurately convey this information to subordinates. Thorough knowledge of routine police operating procedures, as well as modem police practices, and methods. Knowledge of the controlling laws and ordinance, and the rules regulations and policies of Jefferson County and the State of Washington. Knowledge of the principles of criminal investigation and preservation of physical evidence. The laws relating to search and seizure and the rules of evidence. Ability to analyze situations quickly and objectively, and determine an appropriate course of action. Ability to cope with stressful situations firmly, tactfully and with respect to individual rights. Ability to observe and remember details. Ability to maintain effective relations with fellow employees and with citizens from varied racial, ethnic and economic backgrounds. Ability to develop and retain skill in the use and care of a variety of firearms and equipment. Overall familiarity with field operations, investigative procedures and corrections procedures in the Jefferson County Sheriffs Office. Substantial in-person contact with public, suspects and other law enforcement agencies require the ability to hear voice communications and respond appropriately. Must be able to hear, understand and respond to two-way radio communications. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Considerable time is spent in department vehicle. This assignment requires the incumbent to work a rotating shift - day, swing and graveyard. While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to explosives. The employee is occasionally exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock and vibration. The noise level in the work environment is usually loud. Outdoor work may include standing for long periods of time, walking, running,jumping or physical exertion in hot weather, rain, snow, ice or other slippery conditions. It may also include walking, running or jumping in mountainous terrain, in water and on uneven surfaces.
