HomeMy WebLinkAbout111620_ca04¢SON C0G 9'SHIN' 0 MINUTES DRAFT Jefferson County Board of Commissioners Regular Meeting — Monday, November 9, 2020, 9:00 a.m. Jefferson County Courthouse — Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding the presidential election results, sunset times, and shooting noise from the Jefferson County Sportsmens Association (JCSA). • Comment regarding activities of the JCSA. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to approve the items on the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO.69-20 re: Establishing Revised Deadlines for Legislative Action on the 2020 Comprehensive Plan Amendment Docket 2. AGREEMENT re: Consultant for Comprehensive Plan Amendments; In the Amount of $25,008; Jefferson County Department of Community Development; Austin Watkins, Watkins Law, PLLC 3. AGREEMENT, Interlocal re: Emergency Vehicle Drivers Training; In the Amount of $50-$75 per student; Jefferson County Sheriff, Kitsap County Sheriff 4. AGREEMENT re: Energov and Laserfiche Software Integration for Septic System Monitoring; In the Amount of $8,450; Jefferson County Environmental Public Health; Cities Digital, Inc. 5. AGREEMENT re: Assessment of Fish Habitat and Geologic Hazards at Upper Hoh Road, M.P. 4.6, Project #18020770; In the Amount of $7,000; Jefferson County Public Works; E. Steven Toth, Consulting Geomorphologist 6. AGREEMENT, Change Order No. 1 Upper Hoh Road, M.P. 7.9 — M.P. 8.0 Repair, Project No. 18020381, Federal Aid No. ER-WA-20-03, County Road No. 914207; Additional Amount of $11,650.25 for a Project Total of $121,548.50: Jefferson County Public Works; Rognlins, Inc. r-"' Commissioners Meeting Minutes of November 9, 2020 RAF� 7. DESIGNATION OF APPLICANT AGENT re: Washington Hazard Mitigation DR-4539 Planning Grant Program Application; Willie Bence, Director of Emergency Management 9. MINUTES re: Regular Meeting Minutes of November 2, 2020 10. ADVISORY BOARD REAPPOINTMENT re: North Pacific Coast Marine Resources Committee (NPC MRC); Two (2) Year Term to Expire August 8, 2022; Conservation Environmental Groups Representative, Jill Silver 11. ADVISORY BOARD APPOINTMENT re: Board of Equalization (BOE); To Serve a Three (3) Year Unexpired Term, to Expire May 11, 2022; Peter Raab 12. Payment of Jefferson County Vouchers/Warrants Dated November 4, 2020 Totaling $2,840.08 and Dated November 9, 2020 Totaling $1,260,203.39 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 13. Payment of Jefferson County Payroll Warrants Dated November 5, 2020 Totaling $912,977.97 and A/P Warrants Done by Payroll Dated November 5, 2020 Totaling $868,831.30 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and reviewed their meeting schedules. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. COMMISSIONERS' BRIEFING SESSION: The Commissioners reviewed their meeting schedules and discussed the following topics: • Biennial Budget process • Veterans Day • Homeless camping and health services available • Request for an RV to be loaned to Jefferson County Fairgrounds staff • Affordable Housing; Potential 1 /10`h of 1 % Sales Tax • CARES Act funding • Economic Development; working with Jefferson and Clallam Economic Development Council (EDC) The meeting was recessed at 11:05 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Review of topics to discuss • Implicit Bias; training • Board of County Commissioners (BOCC); office staffing changes • Affordable Housing; funding Commissioners Meeting Minutes of November 9, 2020 EXECUTIVE SESSION: An Executive Session was scheduled from 2:00 p.m. to 3:00 p.m. Chair Brotherton announced that the Executive Session will be held from 2:05 p.m. to 3:05 p.m. with the County Administrator regarding Review the Performance of a Public Employee; under exemption RCW 42.30.110(l)(g) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 3:05 p.m. Chair Brotherton announced that the Board will be extending the Executive Session from 3:08 p.m. to 3:25 p.m. The Board concluded the Executive Session and resumed the regular meeting at 3:25 p.m. NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 3:26 p.m. until the next regular meeting or special meeting as properly noticed.
