Special Meeting Minutes
July 15, 2020 —10:00 a.m.
Jefferson County Commissioners Chambers
1820 Jefferson Street, Port Townsend, WA
Members: Diana Smeland, Shelly Leavens, Larry McKeehan, Joe Alfano and Greg Brotherton
Staff: County Administrator Philip Morley and Executive Assistant Leslie Locke
Chair Greg Brotherton called the meeting to order at 10:00 a.m. Members Shelly Leavens, Diana
Smeland and Larry McKeehan participated in the meeting remotely. Member Joe Alfano joined
remotely shortly after the meeting began.
Approval of Special Meeting Minutes: Member McKeehan moved to approve the Special Meeting
Minutes of May 8 and 19, 2020. Member Leavens seconded the motion. The motion carried.
Discussion and Possible Action: 2021 Request for Proposals (RFP): The Committee discussed
the possibility of making strategic adjustments to the 2021 Request for Proposals (RFP). It was
suggested that the deadline for accepting RFPs be extended to the end of the year.
MOTION: Member Smeland moved to include the following in the 2021 Request for Proposals
(RFP): 1) Criteria for Personal Protective Equipment (PPE); 2) Requirements for event protocols;
and 3) Criteria for keeping the lights on. Member Leavens seconded the motion which carried by a
unanimous vote.
MOTION: Member Alfano moved to extend the 2021 Request for Proposals (RFP) deadline to
December 31, 2020. Member Smeland seconded the motion which carried by a unanimous vote.
Discussion and Possible Action re: 2020 Grant Funding Awards and Recommendation for
Possible Adjustments: Chair Brotherton stated that he has not had a chance to contact the 2020
grant recipients to inquire if they have further budget reductions to their funding. He stated he
received a draft budget amendment to the Jefferson County Farmer's Market grant funding and
shared it with the Committee.
MOTION: Member Leavens moved to approve the Jefferson County Farmer's Market budget
amendment as presented. Member Alfano seconded the motion which carried by a unanimous vote.
(On June 15, 2020 the Board of County Commissioners approved the 2020 grant funding agreement
with the Farmers Market with the amended budget.)
MOTION: Member Smeland moved to extend the 2020 grant recipients' ability to use their 2020
grant funding through the first quarter of 2021. The motion died for a lack of a second.

MOTION: Member Leavens moved to allow awardees to use their 2020 grant funds into the first
quarter of 2021. Member McKeehan seconded the motion which carried by a unanimous vote.
MOTION: Member Smeland moved to direct Chair Brotherton to reach out to organizations that
have not previously made an adjustment and see if they could make an adjustment at this time.
Member Leavens seconded the motion which carried by a unanimous vote.
Discussion and Possible Action re: Future Meeting Schedule: The Committee discussed possible
future meeting dates. The proposed special meeting dates of September 16, 2020 and November 18,
2020 are not available dates for some Committee members. The Committee concurred to schedule
the review of the draft 2021 RFP packet for October 7, 2020 at 10:00 a.m., unless there is a need for
a special meeting prior to that date
Adjourn: Member Leavens moved to adjourn the special meeting at 11:03 a.m. until the next
regular meeting or special meeting as properly noticed. Member Smeland seconded the motion
which carried by a unanimous vote.
