The program is managed by Western Federal Lands, a division of the Federal Highways Administration (FHWA). To be considered, electronic applications must be submitted in cooperation with the adjacent federal land agency and signature endorsement of the lead entity official to Western Federal Lands by December 4, 2020. Jefferson County Public Works (JCPW) and the National Park Service Olympic National Park have identified river bank stabilization at Upper Hoh Road MP 7.9 to MP 8.2 as eligible for consideration through this program. As river bank erosion has progressively shifted upstream, this segment of road has washed out and been repaired at five locations since 2004, and additional road washouts are anticipated if no preventative action is taken. Analysis/Strategic Goals/Pro's £t Con's: Local funds available for road construction are prioritized in the 6-year Transportation Improvement Program (TIP) and have been shown to be limited. The Federal Lands Access Program is a viable funding source. This is a competitive program within a multi -state area. If this project is selected, the Western Federal Lands division of FHWA will manage the project and control the funds in a Match Agreement. As this project is eligible for toll credits issued by Washington State Department of Transportation (WSDOT), this project application has minimal cost for JCPW. The application is compatible with the County's strategic goal of seeking non - local sources of revenue. Fiscal Impact/Cost Benefit Analysis: If this project is selected, Western Federal Lands will design, construct, and manage the project which is estimated to cost $4,993,378. This will be funded at 100% by FLAP and Toll Credits. If this application is successful, the anticipated cost to JCPW is staff time for coordination with Western Federal Lands. Recommendation: Authorize the chair of the Board to approve and sign the FLAP application joint endorsement form. Return the signed original to JCPW for processing and submittal. Proposals that do not have the appropriate signature will NOT be eligible for consideration. EXECUTIVE SUMMARY Jefferson County Public Works is applying for a Federal Lands Access Program (FLAP) grant for river bank stabilization at Upper Hoh Road Milepost 7.9 to Milepost 8.2. This project will address significant infrastructure vulnerability due to ongoing river bank erosion at this site. The proposal identifies a potential solution and cost estimate, which consists of installing a series of "Wood Buffer with Dolosse" units along the river bank (see attached conceptual drawing). The "Wood Buffer with Dolosse" river bank treatment was initially proposed for this site as part of the ongoing thirteen million dollar Western Federal Lands FLAP project on Upper Hoh Road, but implementation was preempted by road washouts requiring emergency repairs. The goal of this project is to preserve vehicular access to Olympic National Park's Hoh Rain forest while conserving fish habitat. Along this segment of road, the road washed out and required emergency repairs in 2017, 2019, and 2020 (see attached photos), as well as previously in 2004 and 2007. Emergency repairs are viewed unfavorably by resource agencies and are difficult to permit, requiring costly and time consuming after -the -fact permitting and mitigation. In order to avoid additional road washouts and associated environmental impacts, a proactive, comprehensive plan is needed to address this site.
