Oil City Road MP 0.5 Culvert Replacement
Statement of Issue: Federal Lands Access Program (FLAP) is a competitive program supporting local
transportation projects leading to federal lands. The program is managed by Western Federal Lands,
a division of the Federal Highways Administration (FHWA). To be considered, electronic applications
must be submitted in cooperation with the adjacent federal land agency and signature endorsement
of the lead entity official to Western Federal Lands by December 4, 2020. Jefferson County Public
Works (JCPW) and the National Park Service Olympic National Park have identified replacement of
the culvert at Oil City Road MP 0.5 as eligible for consideration through this program. Construction
of a new bridge at Oil City Road MP 0.5 will help to preserve vehicular access to the Olympic National
Park South Coast Trail, as well as state, federal, and private land, and correct a fish passage barrier.
Analysis/Strategic Goals/Pro's & Con's: Local funds available for road construction are prioritized
in the 6-year Transportation Improvement Program (TIP) and have been shown to be limited. The
Federal Lands Access Program is a viable funding source. This is a competitive program within a
multi -state area. If this project is selected, the Western Federal Lands division of FHWA will manage
the project and control the funds in a Match Agreement. As this project is eligible for toll credits
issued by Washington State Department of Transportation (WSDOT), this project application has
minimal cost for JCPW. The application is compatible with the County's strategic goal of seeking non -
local sources of revenue.
Fiscal Impact/Cost Benefit Analysis: If this project is selected, Western Federal Lands will perform
final design, construction, and management of the project which is estimated to cost $1,828,560.
The project will be funded at 100% by FLAP and Toll Credits. if this application is successful, the
anticipated cost to JCPW is staff time for coordination with Western Federal Lands.
Recommendation: Authorize the chair of the Board to approve and sign the FLAP application joint
endorsement forms for the National Park Service and the Forest Service. Return the signed original
to JCPW for processing and submittal.

EXECUTIVE SUMMARY
Jefferson County Public Works is applying for a Federal Lands Access Program (FLAP) grant for
replacement of the culvert at Oil City Road MP 0.5 with a new bridge. This project will help to preserve
vehicular access to the Olympic National Park South Coast Trail, the Pacific Northwest National Scenic
Trail, Washington State Dept. of Natural Resources Land, Hoh River Trust Land, and private property.
The project will also correct a fish passage barrier on an unnamed tributary to the Hoh River.
Preliminary design for a new bridge is currently being funded and managed by the Coast Salmon
Partnership. Jefferson County proposes that Western Federal Lands complete the final design and
construction of the new bridge. The road washed out at this location in 1999. Repair of the road under
emergency conditions resulted in a substandard road alignment, and other substandard conditions, such
as over -steepened embankment slopes, narrow shoulders, and instability at the culvert inlet and outlet.
These conditions would be corrected with the proposed new bridge.
