Jefferson County Board of Commissioners
Regular Meeting — Monday, November 16, 2020, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and
Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to
order at the appointed time. He announced that there will be a Special Washington State Association of
Counties (WSAC) meeting at 11:00 a.m. Commissioner Dean joined the meeting at 9:03 a.m. After a
brief discussion, Commissioner Dean agreed to join the WSAC meeting.
PUBLIC COMMENT PERIOD: The following is a summary of comments submitted
by individuals via email which reflect their personal opinions and which were read aloud by the County
Administrator:
• Comment regarding property tax assessments.
• Comment regarding Coronavirus, shooting noise from the Jefferson County's Sportsmens
Association (JCSA).
• Comment regarding the County's Drug Court program.
• Comment regarding Coronavirus statistics and testing.
The Commissioners and County Administrator addressed comments and concerns raised during the
Public Comment Period, and discussed Governor Inslee's latest lockdown restrictions.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean
seconded the motion which carried by a unanimous vote.
1. HEARING NOTICE re: 2020-2021 Jefferson County Biennial Budget Mid -Biennium Review
and Modification; Hearing Scheduled for Monday, December 7, 2020 at 10:30 a.m. in the
Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, WA (Virtual Meeting)
2. AGREEMENT NO.19-1579P, Amendment No. 1 re: Thorndyke Road, M.P. 4.7 Culvert
Replacement; Additional Amount of $38,941 for a Project Total of $237,254: Jefferson County
Public Works; Washington State Recreation and Conservation Office (RCO)
3. AGREEMENT NO.2063-91477 re: Emergency Preparedness Planning and Assessment; Fee
for Service in the Amount of $70 per hour; Jefferson County Public Health; Washington State
Department of Social and Health Services (DSHS), Developmental Disabilities Administration
(DDA)

5. Payment of Jefferson County Vouchers/Warrants Dated November 16, 2020 Totaling
$552,258.36 (Records of all claims submitted for payment along with vouchers approved and signed by the Board
of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
COMMISSIONERS' BRIEFING SESSION: The Commissioners continued discussing
Governor Inslee's recent lockdown restrictions.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County. The Emergency Management update
was postponed until the next meeting.
Commissioner Dean left the meeting at 11:01 a.m. to attend the Washington State Association of
Counties meeting.
HEARING re: Setting the 2021 Ad Valorem Tax Levies for Jefferson County Levy
in 2020 and Collection in 2021: Assessor Jeff Chapman, County Administrator Philip Morley and
Central Services Director Mark McCauley provided information regarding the proposed resolutions.
After discussion, Chair Brotherton opened the hearing for public testimony. Hearing no testimony, he
closed the public hearing.
Commissioner Sullivan moved to approve RESOLUTION NO.70-20 re: Substantial Need and
Adopting the Limit Factor for the Jefferson County General Fund Property Tax Levy. Chair Brotherton
seconded the motion. The motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.71-20 re: Substantial Need and
Adopting the Limit Factor for the Jefferson County Road Fund Property Tax Levy. Chair Brotherton
seconded the motion. The motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.72-20 re: Substantial Need and
Adopting the Limit Factor for the Jefferson County Conservation Futures Fund Property Tax Levy.
Chair Brotherton seconded the motion. The motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.73-20 re: Increasing the Jefferson
County General Fund Levy for 2021 Taxes. Chair Brotherton seconded the motion. The motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.74-20 re: Increasing the Jefferson
County Road Levy for 2021 Taxes. Chair Brotherton seconded the motion. The motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.75-20 re: Increasing the Jefferson
County Conservation Futures Tax Levy for 2021 Taxes. Chair Brotherton seconded the motion. The
motion carried.
Commissioner Sullivan moved to approve RESOLUTION NO.76-20 re: Diversion of Road Levy for
Traffic Law Enforcement for the 2021 General Fund Budget. Chair Brotherton seconded the motion.
The motion carried.

Commissioner Sullivan moved to approve sending a LETTER to the Assessor re: Setting 2021 Real and
Personal Property Levy Amount. Chair Brotherton seconded the motion. The motion carried.
UPDATE re: Washington State Department of Natural Resources (DNR) 3rd
Quarter County Income Report: DNR Regional Manager Mona Griswold and DNR State Lands
Assistant Drew Rosanbalm briefed the Board on the County's Yd Quarter County Income Report and
answered questions.
HEARING re: Update to the County's Procurement Code (JCC 3.55) Proposed
Ordinance to Establish Bidding and Contracting Process and Procedures for All Offices,
Departments, and Subdivisions of Jefferson County; Procurement Code: Central Services Director
Mark McCauley providing information on the proposed ordinance and answered questions. After
discussion, Chair Brotherton opened the hearing for public testimony. Hearing no testimony, he closed
the oral portion of the hearing. He and Commissioner Sullivan agreed to deliberate on the issue during
the afternoon session when Commissioner Dean could be present.
The meeting was recessed at 11:40 a.m. and reconvened at 1:31 p.m. with Chair
Brotherton and Commissioner Sullivan present. Commissioner Dean joined the meeting at 1:33 p.m.
DELIBERATIONS CONTINUED re: HEARING re: Update to the County's
Procurement Code (JCC 3.55) Proposed Ordinance to Establish Bidding and Contracting Process
and Procedures for All Offices, Departments, and Subdivisions of Jefferson County; Procurement
Code: The Commissioners continued their deliberations on the proposed update to the County's
Procurement Code. After a brief discussion, Commissioner Dean moved to adopt ORDINANCE NO.
08-1116-20 re: Establishing bidding and contracting process and procedures for all office, departments
and subdivisions of Jefferson County; Procurement Code (JCC 3.55). Commissioner Sullivan seconded
the motion which carried by a unanimous vote.
COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip
Morley reviewed the following with the Board.
• Mid -biennium review
• Governor Inslee's latest orders
• Public Infrastructure Fund (PIF)
• Review of items to discuss
• Miscellaneous discussion

• Economic Development Council (EDC); upcoming status report

• ADDITIONAL BUSINESS: Letter of Support re: Sheriff's Office Nagivator grant:
Commissioner Dean moved to approve sending a LETTER of support for the Sheriff's grant
application for a Navigator position. Commissioner Sullivan seconded the motion. After
discussion, Chair Brotherton called for a vote on the motion. The motion carried by a unanimous
vote.
