HomeMy WebLinkAboutM112320 1 �b �1- • MINUTES Jefferson County Board of Commissioners Regular Meeting — Monday, November 23, 2020, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Greg Brotherton, Commissioner David Sullivan and Commissioner Kate Dean participated in the meeting remotely. Chair Brotherton called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments submitted by individuals via email which reflect their personal opinions and which were read aloud by the County Administrator: • Comment regarding proposed Affordable Housing Sales Tax. • Comment regarding wearing face masks. • Comment regarding the odor emitting from marijuana facilities. • Comment regarding rising sea level and its impacts, and the Port Hadlock Sewer Project. • Comment regarding the homeless shelter in Port Townsend. • Comment regarding safety of the residents to near the Jefferson County Fairgrounds homeless encampment. • Comment regarding Jefferson County Drug Court entry issues. • Comment regarding COVID-19 statistics and information. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 77-20 re: HEARING NOTICE: Notice of Intention to Sell Surplus County Property; Commonly Known as Four Corners Road County Pit, by way of an Agency to Agency Transfer in Exchange for a Trail Easement from the Jefferson County Public Utility District(PUD); Hearing Scheduled for Monday, December 7, 2020 at 11:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (Virtual Meeting) 2. RESOLUTION NO. 78-20 re: In the Matter of a Temporary Closure of Beausite Lake Road, County Road No. 519009 3. AGREEMENT re: Lease of Office Space for Water Quality Department; In the Amount of $1,624.09 per month; Jefferson County Central Services; Castle Hill Associates, LLC 1 Commissioners Meeting Minutes of November 23, 2020 4. AGREEMENT, Amendment No. 2 re: Courthouse Private Security Screening Services; In the Amount of$135,000 plus Potential Overtime of an Additional $3,300; Jefferson County Central Services; PPC Solutions, Inc. 5. AGREEMENT,Amendment No. 1 re: Dosewallips R Powerlines Acquisition& Design: in the Amount of$100,690; Jefferson County Environmental Public Health; Washington State Recreation& Conservation Office 6. AGREEMENT re: Tobacco &Vapor Prevention: In the Amount of$18,500; Jefferson County Public Health; Kitsap Public Health District 7. APPLICATION re: Federal Lands Access Program (FLAP) Grant for Oil City Road, M.P. 0.5 Culvert Replacement with a New Bridge; Estimated Cost of$1,828,560, Funded 100%by FLAP and Toll Credits; Jefferson County Public Works; Western Federal Lands, Federal Highway Administration (FHWA) 8. APPLICATION re: Federal Lands Access Program (FLAP) Grant for Upper Hoh Road, M.P. 7.9 to M.P. 8.2 Bank Stabilization; Estimated Cost of$4,993,978, Funded 100%by FLAP and Toll Credits; Jefferson County Public Works; Western Federal Lands, Federal Highway Administration(FHWA) 9. Request to Convene re: Hearing Property Tax Appeals for the Year 2020; Jefferson County Board of Equalization 10. ADVISORY BOARD RESIGNATION re: Developmental Disabilities Advisory Board; School Board Representative, Laura Cook 11. ADVISORY BOARD APPOINTMENT re: Developmental Disabilities Advisory Board; Completing an Unexpired Term to Expire February 20, 2021; School Board Representative, Shelby MacMeekin 12. MINUTES re: Regular Meeting of November 16, 2020 13. Payment of Jefferson County Vouchers/Warrants Dated November 23, 2020 Totaling $319,005.03 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 14. Payment of Jefferson County Payroll Warrants Dated November 20, 2020 Totaling $74,564.58 and A/P Warrants Done by Payroll Dated November 20, 2020 Totaling $15,736.24 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:28 a.m. and reconvened at 10:36 a.m. with all three Commissioners present. The Commissioners reviewed discussion format during the afternoon session. DISCUSSION: HEARING NOTICE re: Proposed Ordinance Imposing a Sales and Use Tax for Affordable Housing and Supportive Services in Accordance with House Bill 1590 and RCW 82.14.530; Hearing Scheduled for Monday, December 14, 2020 at 11:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend,WA (Virtual Meeting): After a brief discussion, Commissioner Sullivan moved to approve the hearing notice in substantive form, allowing the County Administrator to finalize language with the Prosecutor's Office on method for providing public testimony, to be held at 1:30 p.m. on December 14, 2020. Commissioner Dean seconded the motion which carried by a unanimous vote. 2 Commissioners Meeting Minutes of November 23, 2020 DISCUSSION re: Begin Negotiations with the City of Port Townsend on Potential Amendment to the 2019 Interlocal Agreement re: Permanent Affordable Housing: County Administrator Philip Morley briefed the Board on the issue. After a brief discussion, Commissioner Sullivan moved to direct staff to develop an Administrative and Policy framework for implementation guided by the November 12, 2020 Draft Strategy for Permanent Affordable Housing, and to begin negotiations with the City of Port Townsend for a potential amendment to the 2018 Interlocal Agreement. Commissioner Dean seconded the motion and noted the importance of housing providers being included in the discussion and that good faith effort is continued. Chair Brotherton called for a vote on the motion. The motion carried by a unanimous vote. DISCUSSION re: Adopting a Fourth Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic: County Administrator Philip Morley briefed the Board on the issue. After discussion, Commissioner Dean moved to approve RESOLUTION NO. 79- 20 re: Adopting a Fourth Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic. Commissioner Sullivan seconded the motion which carried by a unanimous vote. DISCUSSION re: Motion Giving Temporary Authorization to Allow Employees to Use Their Accrued Employer Provided Sick Leave During a Voluntary Self-Quarantine for 14 Days After Traveling: County Administrator Philip Morley briefed the Board on the issue. After a brief discussion, Commissioner Sullivan moved to temporarily authorize employees who have travelled for a gathering outside the area or who have hosted individuals from outside the area, to use their accrued employer provided sick leave during a 14-day voluntary self-quarantine, upon consultation with their supervisor, regardless of whether or not they are ill, for the duration of the Governors' travel advisory, or for as long as it may be extended by the Board of County Commissioners. Commissioner Dean seconded the motion which carried by a unanimous vote. DISCUSSION re: Motion Authorizing the County Administrator to Delegate Approval Authority for Specific Personnel Actions to the Jefferson County Human Resources Manager: County Administrator Philip Morley briefed the Board on the issue. After a brief discussion, Commissioner Dean moved to delegate approval authority for specific personnel actions to the Jefferson County Human Resources Manager. Commissioner Sullivan seconded the motion which carried by a unanimous vote. BRIEFING re: Jefferson Community Foundation and United Good Neighbors (UGN) Support to Jefferson County Communities: Jefferson Community Foundation President and Chief Executive Officer Siobhan Canty briefed the Board on the Results of the 2020 COVID Fund, Current UGN GIVE Jefferson Campaign and possibilities for 2021. The meeting was recessed at 11:47 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: County Administrator Philip Morley reviewed the following with the Board. • Status of COVID Community Assistance Grants • Review of items to discuss 3 Commissioners Meeting Minutes of November 23, 2020 • LETTER of SUPPORT re: Devil's Lake Trust Land Transfer: After a brief discussion, Commissioner Sullivan moved to approve sending a letter of support for the Devils' Lake Trust Land Transfer as presented. Commissioner Dean seconded the motion. After discussion, Chair Brotherton called for a vote on the motion. The motion carried by a unanimous vote. • ADDITIONAL BUSINESS: LETTER of SUPPORT re: Fish Barrier Removal: The Board of County Commissioners (BOCC) received a request from the Washington State Association of Counties (WSAC) to sign onto a letter to the Governor in support of the Brian Abbott Fish Barrier Removal board as part of the Governor's 2021-2022 budget. After discussion, Commissioner Dean moved that the BOCC agree to sign onto the WSAC letter to the Governor for full funding of the Fish Barrier Removal Board. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • ADDITIONAL BUSINESS: LETTER of SUPPORT re: 2021 Taming Bigfoot: Commissioner Dean moved that the BOCC endorse the Taming Bigfoot Project regarding carbon footprints in Jefferson County. Commissioner Sullivan seconded the motion which carried by a unanimous vote. • Update on North Olympic Legislative Alliance (NOLA); Review of interim operating principles • Discussion of Commissioners' Legislative Priorities: The Commissioners outlined the following priorities and who will be the lead on which priorities: Chair Brotherton: Broadband; Commissioner Dean: Housing, Public Infrastructure Fund(PIF), Growth Management Act (GMA) and Port Hadlock Sewer Project; Commissioner Sullivan: Ferry. County Administrator Philip Morley will collect input from the Commissioners and will review, at an upcoming BOCC meeting. • Update re: Hearing Notice; Affordable Housing Sales Tax and live streaming options for the BOCC meeting • WSAC Timber Counties; review of recent meeting • Review of upcoming meetings NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 4:26 p.m. until the next regular7meeting or special meeting as properly noticed.
