Regular Meeting
Intergovernmental Coordinating Committee (ICC)
Thursday, September 24, 2020 at 5:00 p.m.
Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER AND INTRODUCTIONS: Rotating Chair Port Commissioner
Pete Hanke called the meeting to order at the appointed time. The following members and staff
participated remotely:
Jefferson County: Commissioner Kate Dean and County Administrator Philip Morley
City of Port Townsend: Councilmember Ariel Speser and City Manager John Mauro
Jefferson County Public Utility District (PUD) No. 1: Commissioner Jeff Randall and PUD General
Manager Kevin Streett
Port of Port Townsend: Commissioner/President Pete Hanke and Executive Director Eron Berg
APPROVAL OF MINUTES: Commissioner Dean moved to approve the Regular
Meeting Minutes of August 27, 2020 as presented. Port Executive Director Berg seconded the motion
which carried by a unanimous vote.
COMMUNITY GROUPS REPORT ON PROGRESS TO THE ICC: The committee
listened to presentations by the six community groups and their projects and initiatives related to
COVID-19 Recovery and Resiliency Plan. The following groups gave a presentation:
• Broadband
• Food Systems Resiliency
• Human Services
• Economy and Jobs
• Children and Families
Culture and Events was not discussed as there was no group representative in attendance.
CARES FUNDING DISBURSEMENT FROM THE COUNTY AND THE CITY OF
PORT TOWNSEND: County Administrator Morley provided a status report and update on the
Intergovernmental Collaborative Group (ICG) meeting held on September 16, 2020, the County's
approved funding allocations for Coronavirus Relief Funds via the CARES Act and the process that was
used to make those determinations.
NEXT STEPS: The Committee discussed items to be added to the agenda of the next
meeting which will be held on October 22, 2020. Items to be reviewed: Goals, the role of the
Intergovernmental Coordinating Committee (ICC) moving forward, and planning and framework for
upcoming meetings. City Manager Mauro reviewed dates that Michael Shuman would be available to
give a presentation on community economics. Tentative dates for an Intergovernmental Collaborative
Group (ICG) Special Meeting are October 27 or 28, 2020, time to be determined.

ACKNOWLEDGEMENT OF PUBLIC COMMENTS: County Administrator Morley
noted there were no public comments received to review.
NOTICE OF ADJOURNMENT: Rotating Chair Port Commissioner Hanke adjourned
the meeting at 6:59 p.m. until the next regular meeting or special meeting as properly noticed.
