Intergovernmental Coordinating Committee (ICC)
Thursday, October 22, 2020 at 5:00 p.m.

CALL TO ORDER AND INTRODUCTIONS: Rotating Chair Jefferson County
Commissioner Kate Dean called the meeting to order at the appointed time. The following members
participated remotely:
Jefferson County: Commissioner Kate Dean and County Administrator Philip Morley
City of Port Townsend: Councilmember Ariel Speser and City Manager John Mauro
Jefferson County Public Utility District (PUD) No. 1: Commissioner Jeff Randall (arrived shortly
after meeting began) and PUD General Manager Kevin Streett
Port of Port Townsend: Commissioner/President Pete Hanke and Executive Director Eron Berg
ACKNOWLEDGMENT OF WRITTEN COMMENTS: County Administrator Philip
Morley reviewed one comment that was received.
APPROVAL OF MINUTES: City Manager Mauro noticed a correction to the
September 24, 2020 Regular ICC Meeting Minutes; the removal of the Stronger Towns reference on
Page 1, under Next Steps. Port Commissioner Hanke moved to approve the minutes as amended. County
Administrator Morley seconded the motion. The motion carried.
COMMUNITY GROUPS RECOMMENDATIONS TO THE
INTERGOVERNMENTAL COORDINATING COMMITTEE (ICC): The committee listened to
final presentations by the six community groups about their projects and initiatives related to COVID-19
Recovery and Resiliency Plan. The following groups gave a presentation:
• Culture and Events
• Broadband
• Food Systems Resiliency
• Human Services
• Economy and Jobs
• Children and Families
INTERGOVERNMENTAL COORDINATING COMMITTEE (ICC)
DISCUSSION AND SUGGESTIONS FOR THE ADMINISTRATORS: Members of the ICC
provided direction to the Administrators of Jefferson County, the Port of Port Townsend, the City of
Port Townsend and the PUD. The Administrators will work on creating an actionable plan that
synthesizes the work from all six community groups to bring forward to the ICC, and ultimately to the
Intergovernmental Collaborative Group (ICG).

ANNOUNCEMENTS AND NEXT STEPS: Councilmember Speser moved to hold a
Special Meeting of the Intergovernmental Coordinating Committee (ICC) on Thursday, November 5,
2020 at 5:00 p.m. and that community leads are invited to participate in the meeting if they are available.
Commissioner Randall seconded the motion. The motion carried by a unanimous vote.
County Administrator Morley outlined the steps needed for approval of a draft COVID-19 Recovery and
Resiliency Plan. He hopes that the plan will be ready by the November 18, 2020 Intergovernmental
Collaborative Group (ICG) meeting, at which point that group may request refinements. Those
refinements would be discussed during the December 3, 2020 ICC meeting. A potential Final Draft and
approval of the plan would be reviewed by the ICG on December 16, 2020.
There will be a Special Meeting of the ICG to hear a presentation from Michael Shuman about
Economic Resiliency on Tuesday, October 27, 2020 at 5:00 p.m.
NOTICE OF ADJOURNMENT: Rotating Chair Commissioner Kate Dean adjourned
the meeting at 7:32 p.m. until the next regular meeting or special meeting as properly noticed.
