HomeMy WebLinkAbout121420_ca02JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS REGULAR AGENDA REQUEST TO: Board of Commissioners Philip Morley, County Administrator FROM: Mark McCauley, Central ces Director DATE: December 14, 2020 RE: Request for Board of County Commissioner approval of a proposed extension of the 2019 Public Infrastructure Fund (PIF) Grant Agreement with the City of Port Townsend for their Regional Stormwater Project STATEMENT OF ISSUE: The Board of County Commissioners approved a $300,000 grant agreement with the City of Port Townsend on March 2, 2020 for a regional stormwater facility serving the Rainier Street Corridor. The project has been delayed because of a project scope increase to serve the expansion of a housing development. The project is still viable and is expected to be completed in 2021 rather than in 2020. In order to be eligible for the balance of the unexpended grant funds the grant agreement needs to be extended. ANALYSIS: The Public Infrastructure Board met on Friday, December 4, 2020 to consider the City's request for an extension. The Board unanimously approved the request. A grant amendment is attached which extends the grant agreement until December 31, 2021. Philip Morley, C Administrator Date AMENDMENT 1 TO 2019 PUBLIC INFRASTRUCTURE FUND (PIF) GRANT AGREEMENT WITH THE CITY OF PORT TOWNSEND FOR THE RAINIER STREET CORRIDOR REGIONAL STORMWATER FACILITY This Amendment to the PIF grant agreement for the Rainier Street Regional Stormwater Facility is made and entered into by and between the City of Port Townsend ("City") and Jefferson County, a political subdivision under the laws of the State of Washington ("County"), (collectively "Parties") to extend the term of said grant agreement. WHEREAS, the Parties want to amend the grant agreement entered into between them; NOW, THEREFORE, the Parties agree as follows: 1. Purpose. The purpose of this Amendment 1 to the PIF grant agreement is to revise the grant agreement between the Parties. All terms of the grant agreement between the Parties remain unchanged, except as modified in this Amendment 1. 2. Amendment. That portion of Paragraph 2. of the grant agreement that describes the project start and end dates is modified to read as follows: "The project begins May 1, 2020 and shall be completed by December 31,2021."
