RE: Request for Board of County Commissioner approval of a proposed
extension of the 2019 Public Infrastructure Fund (PIF) Grant Agreement
(one of two) with the Jefferson County Public Utilities District #1 (PUD) for
their Quilcene Water Tank Project
STATEMENT OF ISSUE:
The Board of County Commissioners approved a $106,000 grant agreement (one of two) with the PUD
on February 22, 2019 for their Quilcene Water Tank Project. The project started slowly but is now well
underway and is expected to be completed in 2021 rather than in 2020. In order to be eligible for the
balance of the unexpended grant funds the grant agreement needs to be extended.
ANALYSIS:
The Public Infrastructure Board met on Friday, December 4, 2020 to consider the PUD's request for an
extension. The Board unanimously approved the request. A grant amendment is attached which extends
the grant agreement until December 31, 2021.
FISCAL IMPACT•
The dollar amount of the grant remains at $106,000 so this action has no additional fiscal impact.
RECOMMENDATION:
That the Board of County Commissioners approved the attached amendment to the PIF grant agreement
(one of two) for the PUD's Quilcene Water Tank Project.

AMENDMENT 1 TO 2019 PUBLIC INFRASTRUCTURE FUND (PIF) GRANT
AGREEMENT (ONE OF TWO) WITH THE JEFFERSON COUNTY PUBLIC UTILITIES
DISTRICT #1 FOR THEIR QUILCENE WATER TANK PROJECT
This Amendment to the PIF grant agreement for the Rainier Street Regional Stormwater
Facility is made and entered into by and between the Jefferson County Public Utilities District #1
("PUD") and Jefferson County, a political subdivision under the laws of the State of Washington
("County"), (collectively "Parties") to extend the term of said grant agreement.
WHEREAS, the Parties want to amend the grant agreement entered into between them;
NOW, THEREFORE, the Parties agree as follows:
l . Purpose. The purpose of this Amendment 1 to the PIF grant agreement approved on
February 22, 2019 (one of two) is to revise the grant agreement between the Parties. All terms of the
grant agreement between the Parties remain unchanged, except as modified in this Amendment 1.
2. Amendment.
That portion of Paragraph 2. of the grant agreement relating to project starting and ending
dates is modified to read as follows:
"The project begins mid -year 2019 and shall be completed by December 31,2021."
