SUMMARY: Performs inspections and evaluates new and existing residential, commercial, and
industrial buildings and structures for compliance with the Building Code and other laws and
applicable regulations, and standards; sets up work for a group of employees; monitors the
progress of work assigned; trains other employees; answers questions and provides guidance on
an on-going basis, by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Other duties may be assigned.
Inspects residential, commercial, industrial, and other buildings during and after construction to
ensure that components such as footings, floor framing, completed framing, chimneys, and
stairways meet provisions of the building, grading, and safety laws, and approved plans,
specifications, and standards.
Inspects and approves plans for consistency with building, plumbing,mechanical, energy and
other applicable codes and issues building permits.
Assists and advises the general public in matters relating to construction and Code requirements.
Observes conditions and issues notices for corrections to persons responsible for conformance.
Prepares written reports, issues notice to correct Code violations, issues "Stop Work" notices.
Assists in developing cases for legal remedy, if applicable. Keeps inspection records and
prepares reports for use by administrative or judicial authorities.
Conducts surveys of existing buildings to determine lack of prescribed maintenance, housing
violations, or hazardous conditions.
Coordinates all building inspection assignments; including but not limited to scheduling of
Building Inspectors.

Refers complex building projects and plans to ICBO certified plan checking services and assists
said service in plan review as directed by the Building Official.
Recommends, identifies, and advises the Building Official of training opportunities and
accreditation requirements for staff within the division.
SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities, but is a
"lead" position in the division of assignment. Lead responsibilities include assisting the Director
with interviewing,training, and planning, as well as assigning and directing the work of other
Building Inspector positions as directed by the Building Official. Persons in this position are
expected to plan their own work within a structured environment and may edit work of co-
workers.
MINIMUM QUALIFICATIONS: To perform this job successfully, an individual must be able

EDUCATION and/or EXPERIENCE
Associate's degree (A.A.) equivalent from a two-year college or technical school
in construction technology or related field; and three(3) years' experience as a
Building Inspector, or five (5) years related experience and/or training, with one
(1) year experience in the fields of construction, plumbing and mechanical
systems for structures; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals,professional
journals, technical procedures, or governmental regulations. Ability to write
reports, business correspondence, and procedure manuals. Ability to effectively
present information and respond to questions from groups of managers, clients,
customers, and the general public.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical
inference, and fundamentals of plane and solid geometry and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to
practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety
of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES,LICENSES, REGISTRATIONS
Valid Washington State Driver's License
ICBO Building Inspector Certificate
AND Either
ICBO Plumbing Certificate or an ICBO Mechanical Certificate
OR
ICBO Plans Examiner Certificate
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
Ability to read and interpret construction plans and specifications.
Must have ability to use tact diplomacy, discretion and courtesy in dealing with citizens and
property owners who can be uncooperative or hostile regarding enforcement of regulations.
Maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports. Needs ability to quickly grasp new techniques, remain calm in stressful situations, and
relate to various personality styles in a calm,professional manner.
Must understand the need for maintaining confidentiality of sensitive information.
Ability to establish and maintain effective working relationships with officials, staff, and the
general public. Ability to work on a team and do creative problem solving with others.
Knowledge of departmental procedures and County procedures and policies. Ability to learn and
understand standard policies and procedures for a variety of departments.
Ability to remain calm and productive in stressful situations,mediation and negotiation skills are
helpful.
Is independent and self-motivated to complete required deadlines while simultaneously
completing other tasks.

While performing the duties of this job, the employee is regularly exposed to moving mechanical
parts and outside weather conditions. The employee is frequently exposed to fumes or airborne
particles. The employee is occasionally exposed to high,precarious places; toxic or caustic
chemicals; and risk of electrical shock. The noise level in the work environment is usually loud.
CAREER LADDER/SKILL BAND: This position is the final position in a career ladder for
Building Inspector. Advancement from Building Inspector to Senior Building Inspector within
the career ladder requires completion of the requirements for a Senior Building Inspector and a
positive recommendation from the Director of Community Development.
