HomeMy WebLinkAboutM100620�gON 4111 O� N / RISK MANAGEMENT COMMITTEE October 6, 2020 - 10:30 a.m. MEETING MINUTES MEMBERS: Philip Morley, County Administrator/Risk Manager Erin Lundgren, Clerk of the Board/Risk Coordinator (Chair) Ruth Gordon, Superior Court Clerk Mark McCauley, Central Services Director Vicki Kirkpatrick, Public Health Director Willie Bence, Emergency Management Director/Safety Officer LEGAL COUNSEL: Philip Hunsucker, Chief Civil Deputy Prosecuting Attorney SECRETARY: Leslie Locke, Executive Assistant/Claims Coordinator Chair Erin Lundgren called the meeting to order at 10:30 a.m. Members Philip Morley, Ruth Gordon, Mark McCauley and Willie Bence, and Legal Counsel Philip Hunsucker participated in the meeting remotely. Member Vicki Kirkpatrick was absent. APPROVAL OF MINUTES Member Gordon moved to approve the regular meeting minutes of September 1, 2020 as presented. Member McCauley seconded the motion. The motion carried. EXECUTIVE SESSION An Executive Session was scheduled from 10:35 a.m. to 10:55 a.m. Chair Lundgren announced that the Executive Session will be held from 10:34 a.m. until 10:54 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, Emergency Management Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Administrator regarding Attorney -Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee concluded the Executive Session and resumed the regular meeting at 10:52 a.m. CLAIM FOR DAMAGES DISCUSSION AND POSSIBLE DECISION Claim No.: #C-10-20 Claimant: Michael Allen Damages: $91.71 Allegation: Vehicle Tire Damage The Committee reviewed the details of this claim. The claimant alleges that his vehicle tire sustained damage from broken glass on County property. The Central Services Department submitted a recommendation to deny the claim. The Committee members agreed there is a lack of corroborating evidence to support this claim. Member Gordon moved to deny payment of claim #C-10-20. The Executive Assistant/Claims Coordinator will draft a letter of denial to be sent to the claimants. Decision: Denied Claim No.: #C-11-20 Claimant: Angel Hernandez Damages: $50.00 Allegation: Loss of Personal Property The Committee reviewed the details of this claim. The claimant alleges that while being taken into custody, a Jefferson County Sheriff's Deputy lost the claimant's car keys. The Sheriff's Office confirmed that while securing the claimant's vehicle, the keys were misplaced. The Sheriff's Office submitted a recommendation to approve the claim. Member McCauley moved to approve payment of claim #C-11-20. Member Gordon seconded the motion. The motion carried. The Executive Assistant/Claims Coordinator will prepare the necessary documents to process payment of this claim. Decision: Approved EXECUTIVE SESSION An Executive Session was scheduled from 10:55 a.m. to 11:30 a.m. Chair Lundgren announced that the Executive Session will be held from 10:54 a.m. until 11:24 a.m. with the County Administrator, Chief Civil Deputy Prosecuting Attorney, Superior Court Clerk, Central Services Director, Emergency Management Director, Clerk of the Board/Risk Coordinator and Executive Assistant/Claims Administrator regarding Attorney -Client Privilege, Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Committee resumed the regular meeting at 11:24 a.m. Chair Lundgren announced that the Committee is extending the Executive Session from 11:26 a.m. to 11:41 a.m. The Committee concluded the Executive Session and resumed the regular meeting at 11:41 a.m. No old business was discussed. No new business was discussed. OLD BUSINESS NEW BUSINESS NOTICE OF ADJOURNMENT The meeting adjourned at 11:42 a.m. until the next regular meeting or special meeting as properly noticed.
