RE: Discussion of Potential County Comments on Proposed Mitigated Determination of
Non -Significance for continued Naval Special Operations Training in Western
Washington State.
STATEMENT OF ISSUE: On January 11, County Commissioners will discuss whether Jefferson
County will submit comments to the Washington State Parks and Recreation Commission regarding the
State's proposed Mitigated Determination of Non -Significance (MDNS) for continued Naval Special
Operations Training in Western Washington State. Any comments by the county would need to be
submitted to the State before 5:00 pm January 22, 2021.
ANALYSIS: The United States (U.S.) Naval Special Warfare Command has requested authorization
from Washington State Parks & Recreation Commission to conduct special operations training in twenty-
eight state parks throughout western Washington, including extensive sections of the shoreline in
Jefferson County (see attached map).
The County's Marine Resources Committee may be providing a recommendation about commenting on
the MDNS for the Board to consider.

FISCAL IMPACT: N/A.
RECOMMENDATION: Staff recommends the Board review the MDNS and SEPA Checklist, as well
as the MRC's recommendations, decide if it wishes to submit comments to the Washington State Parks
and Recreation Commission, and provide direction for preparation of any comments.
