STATEMENT OF ISSUE: On January 11, County Commissioners will discuss whether Jefferson County will submit comments to the Washington State Parks and Recreation Commission regarding the State's proposed Mitigated Determination of Non -Significance (MDNS) for continued Naval Special Operations Training in Western Washington State. Any comments by the county would need to be submitted to the State before 5:00 pm January 22, 2021. ANALYSIS: The United States (U.S.) Naval Special Warfare Command has requested authorization from Washington State Parks & Recreation Commission to conduct special operations training in twenty- eight state parks throughout western Washington, including extensive sections of the shoreline in Jefferson County (see attached map). The County's Marine Resources Committee may be providing a recommendation about commenting on the MDNS for the Board to consider.
