The proposal is to continue LTAC funding for: 1) operating, maintenance, and 2) marketing costs for tourism facilities owned by Jefferson County: Upper and Lower Oak Bay Campgrounds, Lake Leland Campground, and Quilcene Campground. Without LTAC funds, all four Campgrounds will be closed in 2021. The facilities will be open for the season from April 1, 2021 to November 1, 2021. 1) Maintenance, operations, and supervision will be provided. This includes garbage service, cleaning, mowing, landscaping, and tree service. The main goal is to present a welcoming, well maintained and attractive campground. 2) Marketing and customer service will be provided through the following system. (1) Live assistance in person and on the phone from Sam to 5pm, Monday through Friday, year - round (closed on holidays). In the age of the Internet, live support and knowledgeable personalized advice is increasingly valuable. (2) A rack -card at Campground Kiosks (3) Maintain webpages on www.countyrec.com and emphasize "Jefferson County Spontaneous" trip concept. The website: www.countyrec.com is the #1 or #2 result for the Google searches like: "Camping in Jefferson County", "Camping in Quilcene", "Camping in Port Hadlock" or "Parks in Jefferson County". The website www.countyrec.com received 81,225 page views from 29,486 users in the past 12 months. 87% of users were outside of Jefferson County including 95% from Seattle/Tacoma region. The most visited pages in order were Leland, Oak Bay, and Quilcene Campgrounds. Tourist Attractions Lake During the COVID-19 pandemic our campgrounds saw an increase of 73% per month over 2019. Increased camping is a trend that will continue into 2021. According to the "North American Camping Report, (October 1, 2020)", "...the outlook for camping for the remainder of 2020 and beyond is strong...". The report states that nearly half of all campers in 2020 were first time campers, and that many of those new campers will continue camping. Furthermore, campers and non -campers alike rank camping as the safest type of travel" Lake Leland Campground Out of county campers are seeking remote areas with fewer people. Lake Leland Campground is adjacent to the Lake Leland access area which features a dock, boat ramp, bank fishing areas, parking and a toilet. Lake Leland is a large freshwater lake teeming with fish, and perfect for swimming, paddle -boarding, and canoeing. Lake Leland Campground was improved with a new fishing dock and toilet in 2020. Quilcene Campground Quilcene campground is adjacent to the Quilcene Ranger Station and a jumping off point for adventures in the Olympic Mountains. Quilcene Campground provides easy access to Linger Longer Marina on the Hood Canal which includes a boat ramp, yacht basin, showers, and a swimming beach. The rural setting of Quilcene is perfect for social distancing. Upper and Lower Oak Bay Campgrounds These campgrounds feature beautiful views of Oak Bay, Indian Island, Marrowstone Island, and as far as Mount Rainier on a clear day. Saltwater access for paddle sports, fishing, clamming, and boating of all types is a main attraction. Oak Bay campgrounds are located in the heart of Jefferson County, just 2.3 miles (five minutes) from the commercial core of Port Hadlock, and 7.7 miles from Port Ludlow (twelve minutes). The campground provides easy access to the many tourist attractions in the area including the Washington State Parks on Marrowstone Island, and Jefferson County Indian Island Park. The COVID camping rush resulted in a 73% 4000 increase/month over 2019.This year 9,022 tourist nights were provided in 4 months, nearly identical to the seven 2000 LTAC Investment Begins 2016 month total of 9,044 in 2019. Customer inquiries, onsite interviews, and fee envelope information indicate that approximately 65% of all overnight tourist came from outside Jefferson County. Of these the majority are from Kitsap, King, Pierce, and Clallam Counties, and 10% from out of state. Economic impact in unincorporated Jefferson County The economic impact of this LTAC grant in 2020 was $243,254. Each LTAC dollar expended had a value of $5.51 (analysis based on the research of John L. Crompton, Measuring the Economic Impact of Park and Recreation Services, 2010, see www.nrpa.org). The projected economic impact of this LTAC grant in 2021 is $291,594. The Washington Department of Fish and Wildlife is the primary partner to the Lake Leland Campground. Jefferson County has held a permanent lease to a portion of the campground and day use property since 1970. WDFW stocks Lake Leland. It is an excellent lake for year `round fishing for Black Crappie, Largemouth Bass, Rainbow Trout, Bluegill, and Yellow Perch. In 2020 WDFW completed $324,500 in improvements in Lake Leland County Park in 2020 including a larger fishing dock, new toilet, improved trails, and parking lot improvements. This project is in partnership with Jefferson County Tourism Coordinating Council. The Washington State Olympic Peninsula Jefferson County Activity Map is posted in large format, and is available for free at the tourism information kiosks at Lake Leland and Quilcene. Other partners include the Olympic Peninsula Gateway Visitors Center (Jefferson County Historical Society) and the community of Quilcene. Accessing our National Forest and National Parks Tourists use the campgrounds as a `basecamp' for hiking, biking, fishing, paddling, boating, and hunting adventures in the Olympic National Forest, the Buckhorn Wilderness, Olympic National Park, and the waters of Lake Leland, Quilcene Bay, and Oak Bay. Outdoor recreation holds huge potential for unincorporated Jefferson County Communities such as Quilcene and Port Hadlock. According to the 2012 report "The Outdoor Recreation Economy", "Rural western counties, with more than 30 percent of their land under federal protection; increased jobs at a rate four times faster than rural counties with no federally protected lands." The Olympic National Forest Ranger Station, (adjacent to Quilcene Campground), provides outstanding information, maps, and local knowledge to visitors. Measurement Measurement of the effectiveness of this tourism facility in unincorporated Jefferson County will be made by tracking the occupancy of each campground. The overall effectiveness of this program is demonstrated by the 108% increase from 2016 to 2020. Surveys of overnight tourists, as well as addresses provided on campground fee payment envelopes will be used to determine where visitors are from. Sustainability Jefferson County Parks and Recreation is a Division of Jefferson County Public Works. Parks and Recreation was formed in the 1970's and currently operates 19 parks spanning over 1100 acres. Parks and Recreation completed a comprehensive plan in 2015. Two primary results of the plan were (1) parks and recreation should not lose any additional parks or services, (keep what you have); and (2) parks and recreation services are critical to the well-being of our small communities such as Quilcene. 6 1 P a g e Mountain Biking the Lower Big Quilcene Trail
