Other documentation showing financial viability may be submitted if organization is newly created. • A document up to three pages including a description of the proposed funding request with an explanation of how it will assist in building tourism and/or promoting events or activities that will bring overnight tourists to Jefferson County. • Include up to three examples and plans or links for marketing, performance indicators, and future sustainability. • If the application is not fully complete, the application will not be reviewed. This is a 22% decrease over last year's grant request. Background: How We Serve the Traveling Public Activities and Accomplishments Pursuant to Prior Grant Since 2003 the Chamber has contracted with Jefferson County to perform certain functions related to tourism in exchange for a grant. Chamber staff provides Visitor Information to the traveling public at our two locations. We maintain tourism related rack cards and promotional material at both centers as well. The Chamber maintains a website featuring a collection of local events, lodging and other information helpful to the traveling public. We also have a Facebook page and a Twitter account where visitor information is posted on a regular basis. All grant income and disbursements under this agreement are accounted for separately on the books of the Chamber. There is no commingling of funds. Visitor Centers Pursuant to the grant, the Chamber operates two Visitor Centers, one within the US Forest Service Ranger Station in Quilcene and the other in the Brinnon Community Center. North Hood Canal Chamber of Commerce Emerald Towns of Quilcene and Brinnon; The charts below show visitor counts for the last three years. These charts were based on actual stroke counts of visitors to each center. In the case of the Quilcene Visitor Center, stroke counts have been discounted by 25% to adjust for persons on US Forest Service business and for those simply using restroom facilities. Quilcene Visitors Center Brinnon Visitors Center The number of visitors who actually signed the guest book is typically much, much lower. This year, we did not have very much sign in data to work with. Actual numbers and estimates as required by our contract with the County are submitted at year end. Our Staff Our staff all live in the area and are familiar with local tourist activities, food, and lodging. Most of our staff have been with us for several years and are quite experienced with helping visitors plan their trips. People often Page 7 of 8 comment on the helpfulness and friendliness of our staff, qualities we believe encourage people to stay in the area or to return and make this area a base for their future travels to the peninsula. Because all our staff must be approved by the Forest Service and are required to perform to the same levels as federal employees in the USFS Ranger Station, we attempt to pay at similar levels. As all our employees are part time, we offer no other benefits except for a 2.5% Holiday Bonus and State mandated Sick Pay and Paid Family Leave. All wages under this contract go to front-line staff who work directly with the traveling public. Facility Arrangements USFS Ranger Station Quilcene Under agreement between the Chamber and the US Forest Service, the Chamber is granted space within the Ranger Station to conduct Visitor Center operations at no charge. However, the Chamber is obligated to provide adequate staff to give Visitor Information at the Ranger Station on weekends and also to provide some limited administrative support. The agreement has been renewed and runs through December of 2021. Brinnon Community Center A Memorandum of Understanding between the Chamber and OlyCap allows use of the Brinnon Community Center facilities to provide information to the traveling public on weekends and holidays. During the week the Brinnon Visitors Center is sometimes staffed by volunteers not associated with the Chamber. We do not count visitors when Chamber staff is not present. North Hood Canal Chamber of Commerce Emerald Towns of Quilcene and Brinnon - - - , �Vom P Discussion: What Is Different About Our Grant Request This Year The Chamber expects to continue operations at substantially the same levels as in prior years, once our offices fully reopen to the public. In general, this grant request represents a 22% decrease. We do not expect either office to be open until after February and even then, we suspect the hours will be limited at first. Important Note about Reserve Funds As exemplified by the Jefferson County Code Chapter 3.25 Lodging Tax, Section 3.25.050 Operating Reserve, we intend to maintain a 25% operating reserve in our Lodging Tax accounts so that our beginning year expenses do not exceed the amount in the fund prior to the receipt of the first distribution. We will return any unearned funds to the County, including those in the Operating Reserve, should our contract be terminated or not renewed. About the Financial Statements Management is responsible for the preparation and fair presentation of financial statements in accordance with accounting principles generally accepted in the United States of America as understood by management; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of consolidated financial statements that are free from material misstatement, whether due to fraud or error. The financial statements of the Chamber have not been audited or reviewed by a Certified Public Accountant. Page 8 of 8
