• A one -page funding request including all income and expenses for the entire funding request
(including matching funds and in -kind contributions) and clearly itemizing or detailing expenses
for which County lodging tax dollars will be used.
• Documentation of non-profit or government status.
• List of Board Members.
• Your organization's most recent financial statement, Form 990, or tax return. Other documentation
showing financial viability may be submitted if organization is newly created.
• A document up to three pages including a description of the proposed funding request with an
explanation of how it will assist in building tourism and/or promoting events or activities that will
bring overnight tourists to Jefferson County.
• Include up to three examples and plans or links for marketing, performance indicators, and future
sustainability.
• If the application is not fully complete, the application will not be reviewed.

This letter is in response to your request for a copy of your orgenization's determination letter. This letter will
take the place of the copy you requested.
Our records indicate that a determination letter issued in June 1999 granted your organization exemption
from federal Income tax under section 501(c)(3) of the Intemal Revenue Code. That letter is still in effect.
Based on Information subsequently submitted, we classified your organization as one that is not a private
foundation within the meaning of section 509(a) of the Code because it is an organization described in
sections 509(a)(1) and 170(b)(1)(A)(vi).
This classification was based on the assumption that your organization's operations would continue as stated
in the application. If your organization's sources of support, or its character, method of operations, or
purposes have changed, please let us know so we can consider the effect of the change on the exempt
status and foundation status of your organization.
Your organization is required to file Form 990, Return of Organization Exempt from Income Tax, only if its
gross receipts each year are normally more than $25,000. if a return is required, It must be filed by the 15th
day of the fifth month after the end of the organization's annual accounting period. The law imposes a
penalty of $20 a day, up to a maximum of $10,000, when a return Is filed late, unless there is reasonable
cause for the delay.
All exempt organizations (unless specifically excluded) are liable for taxes under the Federal Insurance
Contributions Act (social security taxes) on remuneration of $100 or more paid to each employee during a
calendar year. Your organization Is not liable for the fax imposed under the Federal Unemployment Tax Act
(FUTA).
Organizations that are not private foundations are not subject to the excise taxes under Chapter 42 of the
Code. However, these organizations are not automatically exempt from other federal excise taxes.
Donors may deduct contributions to your organization as provided in section 170 of the Code. Bequests,
legacies, devises, transfers, or gifts to your organization or for its use are deductible for federal estate and
gift tax purposes if they most the applicable provisions of sections 2065, 2106, and 2522 of the Code.

Your organization is not required to file federal income tax returns unless it is subject to the tax on unrelated
business income under section 511 of the Code. If your organization is subject to this tax, it must file an
income tax return on the Form 990-T, Exempt Organization Business income Tax Return. In this letter, we
are not determining whether any of your organization's present or proposed activities are unrelated trade or
business as defined in section 513 of the Code.
The law requires you to make your organization's annual return available for public inspection without charge
for three years after the due date of the return. You are also required to make available for public inspection
a copy of your organization's exemption application, any supporting documents and the exemption letter to
any individual who requests such documents in person or in writing. You can charge only a reasonable fee
for reproduction and actual postage costs for the copied materials. The law does not require you to provide
copies of public inspection documents that are widely available, such as by posting them on the Internet
(World Wide Web). You may be liable for a penalty of $20 a day for each day you do not make these
documents available for public inspection (up to 8 maximum of $10,000 in the case of an annual return).
Because this letter could help resolve any questions about your organizations exempt status and foundation
status, you should keep It with the organization's permanent records.

2021 LTAC Narrative
If there was any good that came from the Pandemic we faced this year - it was that it
tested our creativity and sharpened our operational game. The Quilcene Historical
Museum prioritized the health of our visitors and community over entertaining and
informing the public in 2020. However, the modest productions we did successfully host
laid the groundwork for an innovative strategy for 2021. We completed the restoration of
the Hamilton -Worthington House and laid the critical groundwork for a fully operational
events center in the fall of 2021. We have maintained our goal of making Worthington
Park a one -of -a -kind historical and cultural destination with an active museum, restored
Victorian mansion, outdoor performing arts theater, and ten acres of beautiful grounds.
This goal shapes all of our planning for sustained future operations.
The Museum has undertaken a strategy for 2021 to prevail and perform - planning to best
navigate the uncertainties of 2021 and stay operationally agile to seize opportunities as
they surface. We canceled most events at Worthington Park for 2020 to comply with
COVID guidelines - some 20 plus events and activities. The Museum was only open two
days. We did produce two "events" - modest in scope but strategic in importance - one
actual and the other virtual - while adhering to state and county COVID regulations.
The Quilcene community safely "gathered" at Worthington Park in late October for the
third annual Scarecrow Contest (usually part of our annual Harvest Festival). With the
help of LTAC, we made investments in our website capacity to host a virtual registration
and vote. These investments in our web outreach capabilities have now opened the door
to hosting both remote/virtual and actual event productions and promotions in 2021.
Our Museum has installed a 16 painting collection of Northwest artists at the Hamilton -
Worthington House and we are exploring ways to responsibly showcase this exhibit and
the mansion interiors to the public in 2021. In the interim, we are expanding content and
the image gallery on our website. We have also attracted media coverage in outlets like
Fjord Magazine where the public can appreciate the collection remotely and safely.
We have compensated for reduced marketing funding by successfully soliciting and
leveraging increased media attention from regional outlets - and aggressively promoting
Worthington Park in social media. Case in point, we obtained permission from Fjord
Magazine's editor to do a special printing of a recent article on Worthington Park's
progress which we distributed by mail to our Museum supporters in our seasonal
newsletter. Our expanded partnerships have also been a force multiplier in our
communications outreach efforts as we coordinate our external communication efforts
together.
We are joining our partners in innovative approaches to event production for this coming
year. Peninsula Adventure Sports, our partner in hosting the Bon Jon Pedal Bender
mountain bike race at Worthington Park in late June of 2021, has successfully planned
COVID compliant athletic competitions on the Peninsula for 2021. Many of the entrants
from across the country for the canceled 2020 Quilcene Gravel Unravel rolled their
registrations over to compete in 2021. The same is true for our annual half marathon,
Oyster Races. We are investing now in detailed planning efforts to responsibly produce
events this coming year. These efforts include COVID compliant operational timelines,
on-line registration and event communications, park access controls, appropriate signage
and stockpiling the necessary inventories of PPE (our Scarecrow Contest model). In
partnership with our school, community, regional and business organizations we are
expanding our 2021 schedule to include events calibrated to move smoothly from
COVID compliant to less restrictive operations:

With our plan to open the Hamilton -Worthington House to full operations in the fall of
2021 (concurrent we hope with less restrictive COVID guidelines), Worthington Park
will be prepared to host an increased number of events through the fall and into the 2021-
22 shoulder season. We are planning for that potential reality now.
Worthington Park continues to be an all -volunteer effort. With over 32,000 volunteer
hours invested in the project, volunteerism remains at the core of this center's existence.
High marks for financial management have come from charitable foundation funders and
state grant auditors, and over the last few months the Museum has been awarded grants
which constitute over ninety percent of the funding target for completing the Hamilton -
Worthington House in 2021. The Museum operates debt free - exercising budgetary
discipline in the current environment of COVID austerity. We are applying for roughly
half of the LTAC funding we requested in 2020, and have mobilized and organized our
all -volunteer membership in an unprecedented planning effort through the fall and winter
to channel those funds most effectively.
The Museum's vision for Worthington Park is to create a gathering place for visitors to
celebrate the history, natural beauty, and unique character of our region. 2021 will be a
watershed year to deliver on that vision.
