HomeMy WebLinkAbout05 21 1 STATE OF WASHINGTON COUNTY OF JEFFERSON In the matter of: Creating a County project RESOLUTION NO. 05 21 designated as Port Ludlow Culvert Lining Project IT IS HEREBY RESOLVED that Oak Bay Road (County Road No. 56990) M.P. 7.69 Culvert, and Pioneer Drive (County Road No. 54000) M.P. 0.34 Culvert, be improved as follows: These projects are transportation improvement projects included in the officially adopted 2021- 2026 Transportation Improvement Program (TIP) as Item No. 27. Both existing galvanized steel pipe culverts have significant corrosion and will be relined using either the composite cured in place pipe (CIPP) or a grouted in place high density polyethylene (HDPE) pipe relining method. Either relining method will replace the existing pipe with a new structural pipe without the need to excavate the deep roadway embankment fills at these locations. Both relining methods will extend the life of the culvert a minimum of 50 years. IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown: PURPOSE PRESENT APPROPRIATION Engineering $ 5,000 Right of Way Acquisition $ Sub-Total $ 5,000 Construction: $ 75,000 TOTAL $ 80,000 X This project is included in the officially adopted annual road program as Item No. 18. The project is hereby made a part of the officially adopted annual road program in accordance with R.C.W. 36.81.130. IT IS FURTHER RESOLVED that: X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq. Analysis/Strategic Goals/Pro's Et Con's: The existing culverts at Oak Bay Road MP 7.69 and Pioneer Drive MP 1.34 are galvanized steel pipes that have significant corrosion, but are still in a condition that allows a structural liner pipe to be installed. Both culverts are under deep fills that makes excavating and replacing the pipes an expensive project requiring complete closure of the roadway or an expensive bypass. Installing a structural liner pipe inside the existing culverts, before they deteriorate to a condition where this repair is not possible, will extend the life of the culverts a minimum of 50 years. Fiscal Impact/Cost Benefit Analysis: The total estimated project cost is $80,000 which will be funded from County road funds. Construction projected to occur in 2022 in the current TIP (Transportation Improvement Plan), will be advanced to 2021.
