STATEMENT OF ISSUE:
Jefferson County Public Health requests approval of Amendment No. 1 for RCO Dosewallips R Powerlines
Acquisition and Design project to develop conceptual and preliminary designs for salmon habitat restoration;
July 1, 2019 —June 30, 2021; $100,690 additional project funding.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Originally, this project was to conduct assessments and develop conceptual designs for high value restoration
actions to support habitat for salmon in the largely protected and unconfined Powerlines Reach (RM 1.3-2.5)
and to acquire two shoreline lots from willing sellers. The project will now also include development of a
preliminary design to support resiliency for people and fish by improving floodplain function and by supporting
the Dosewallips subpopulations of Hood Canal Summer Chum and Puget Sound Chinook salmon. The cost
increase is being provided by RCO through NOAA's Pacific Salmon Treaty ORCA Recovery Fund. It supplants
additional local match. However, JCPH intends to utilize the unspent local match consistent with project goals
and objectives and the willingness of sellers within the project area.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
Total cost of this project is $271,219 and is funded as follows:
$170,529 RCO Lower Big Quilcene River Floodplain Acquisitions, SRFB—Salmon State Projects
$100,690 (NEW) RCO NOAA Pacific Salmon Treaty ORCA Recovery
$271,219
The requisite matching amount, previously provided by the USDA Forest Service Olympic National Forest
($17,500), Conservation Futures Fund (Resolution #43-19: $7,649) and Jamestown S'Klallam Tribe (in-kind
contribution: $7,530), is now being satisfied by the new ORCA recovery funds. The USDA funds have been
partly expended as match to this point; the remainder will continue to support project objectives. The CF
funds will continue to support Lazy C acquisitions. The Jamestown S'Klallam Tribe's contributions of aerial
photography will also be utilized for the project.

RECOMMENDATION:
JCPH Management recommends BOCC signature for Amendment No. 1 of the RCO Dosewallips R Powerlines
Acquisition and Design, to fund development of conceptual and preliminary designs; July 1, 2019 —June 30,
2021; $170,529 funding with cost increase $100,690.
