Franco and Arianne applied for the BLA in order to segregate their homesite from the rest of the Serendipity Farm property owned by Chris Llewellyn (Arianne's mom). The Land Trust is working with Chris to protect the remainder of the parcel and larger Serendipity Farm property with a conservation easement funded by the State Farmland Preservation Program and Jefferson County Conservation Futures Funds. I spoke with Michelle Farfan about this nearly a year ago and she provided the information below that was the incentive for the application. The proposed parcel boundary was determined with the Land Trust's input and Jefferson Land Trust paid for the survey that accompanied the application. We hope to work with the County to move this forward, so as to preserve the remainder of the farm within our grant contract timeframe. I explained to Austin how the county has been handling these requests and he asked that I clarify with you as well. DCD calls these acquisitions a "lot certification" through a boundary line adjustment process under JCC 18.35.040(4). A boundary line adjustment application is submitted with the Statement of Intent and legal descriptions (the before and after legals described in metes and bounds) along with the survey and application fees. If no residence exists on the parcel and the resulting parcel that the property owner retains is under 2.5 acres, then soil logs need to be submitted with the BLA application and Environmental Health would be included in the review process by reviewing the soil logs to determine if adequate area is available for an on-site septic system. I haven't had a chance to look yet, but hope that it might be useful for the resolution between the Land Trust and Mike Walch, our neighbor on Snow Creek that claims an old fence-line as the property boundary between our parcels. This is the one that crosses zoning districts between Ag 20 and RR1:5. Not sure who the Klanaways are ! I'm glad that the Bertucci application came through. I'm not aware that this one crosses zoning boundaries, as the parcel that is being segregated from the larger Serendipity Farm (AL 20) is also currently zoned AL 20. Bertucci is Chris Llewellin's son-in-law, and they do not want their homesite to be part of the conservation easement project that we are doing on the rest of the Serendipity Farm with Chris. lt will however, create a new lot that is less than the AL 20 zoning. He and lwere perplexed if the Land Trust was actually involved and why the proposal crossed zoning districts. Perhaps, you confused Bertucci with the Klanaway project in Snow Creek. We do not have any submission fora lot certification under Bertuccior Klanaway. lf you could provide David with a parcel #, he could confirm for sure. lf there is a property line dispute in accordance with RCW 58.04.007, the affected land owners may apply for a boundary line agreement. Please see the following link for our newly updated code to access Article Vlll. Boundary Line Agreements. We have draft application forms for this process we can get finalized for the project if heads in the BLAgreement direction.
